DATE: September 22, 2026
SUBJECT: PURCHASE OF POOL PUMPS, MOTORS, AND MANWAY COVERS

FOR THE SANTA CLARITA AQUATICS CENTER POOL PUMP
REPLACEMENT, PROJECT M3046
DEPARTMENT: Public Works
PRESENTER: Carla Callahan

RECOMMENDED ACTION

City Council:

1. Approve the purchase of seven pool pumps and motors and 12 manway covers from Estate Design and Construction for a total contract amount not to exceed $158,700.

2. Find the Santa Clarita Aquatics Center Pool Pump Replacement project exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations Article 19, Section 15301.

3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.

BACKGROUND

This project involves the replacement of the existing pool circulation pumps, motors, and manway covers at the Santa Clarita Aquatics Center, as shown on the attached Location Map.

The pumps and motors circulate water throughout the 25-meter, 50-meter, and activity pools, while the manway covers provide access for manual servicing of the pool water filters. The existing equipment is more than 22 years old and has reached the end of its useful service life.

The project will replace the existing equipment with new high-efficiency circulation pumps and premium-efficiency motors to improve performance. The construction bids for equipment installation will be solicited separately and the construction contract will be presented to the City Council for consideration at a later date as required. This project supports the Sustainable Public Infrastructure theme of the City of Santa Clarita’s (City) strategic plan, Santa Clarita Pathway

Forward.

The Santa Clarita Aquatics Center Pool Pump Replacement project is not subject to the California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review, projects that consists of the operation, repair, maintenance, or minor alteration of existing public or private facilities or mechanical equipment, involving negligible or no expansion of existing or former use. Examples include but are not limited to, interior or exterior alterations involving such things as plumbing, and electrical conveyances. This project meets the criteria for this exemption because the Santa Clarita Aquatics Center Pool Pump Replacement project will be performing repairs and maintenance to existing mechanical and electrical systems located in the same facilities and performing at the same capacity.

An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on August 14, 2026. The City transmitted the solicitation to 216 vendors on BidNet, of which 34 vendors downloaded materials. A total of six bids were submitted and opened on September 1, 2026. The results of the bids are shown below.
