SUBJECT: VETERANS HISTORICAL PLAZA STORY STATION
DEPARTMENT: Economic Development
PRESENTER: Tracy Sullivan

RECOMMENDED ACTION

City Council approve the Global War on Terror plaque to complete the existing Story Station at Veterans Historical Plaza.

BACKGROUND

Veterans Historical Plaza (Vets Plaza), located at the corner of Newhall Avenue and Market Street in Old Town Newhall, was constructed in 2005 and includes 12 Story Stations along the promenade. Funded through community donations, the Story Stations provide educational information about significant wars, conflicts, and events in the United States military history. At the time Vets Plaza was constructed, the Global War on Terror (GWOT) was ongoing. An unfinished stand was therefore reserved for a future Story Station, but a plaque was not fabricated at the time.

The proposed GWOT Story Station would complete the final unfinished stand at Vets Plaza and provide information recognizing the service and sacrifice of those who served during the GWOT.

Robert and Kay Slocum provided a donation toward the fabrication of the GWOT Story Station in honor of their son, Corporal Ricky P. Slocum, who lost his life while serving in the GWOT.

As outlined in the City of Santa Clarita Veterans Historical Plaza Special Use Facility Policy, proposed improvements and modifications to Vets Plaza, inclusive of the creation of new story stations, must follow a three-step process: 1) review by the Santa Clarita Valley Veterans Memorial, Inc. (SCVVM); 2) review by the Parks, Recreation and Community Services Commission (Commission); and 3) approval by the City Council.

The proposal was presented to SCVVM on August 26, 2026, where SCVVM voted to approve the language for the Story Station. The proposal was subsequently presented to the Commission at its regular meeting on September 3, 2026. The Commission supported the proposal and

recommended approval by the City Council.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Adequate funds are available in account 102-201027 (Veteran’s Memorial Trust Account) to cover the cost of fabrication of the Story Station.
