BACKGROUND
On August 24, 2026, a three-alarm structure fire occurred along the 24000 block of Main Street in the Old Town Newhall Arts and Entertainment District, significantly damaging several commercial properties and impacting businesses, employees, artists, performers and property owners.
At its August 25, 2026, Regular Meeting, the City Council expressed its support for the businesses and individuals affected by the fire and requested that City of Santa Clarita (City) staff evaluate opportunities to assist with recovery efforts.
Since that time, the City has focused on supporting those directly impacted, helping affected businesses move toward recovery, maintaining activity and visitation throughout Old Town Newhall, and facilitating the longer-term rebuilding process. These efforts have included direct business and employee assistance, coordination with regional and state partners, support for the arts community, targeted shop-local efforts, and ongoing coordination with affected property owners.
The following summarizes actions implemented since the fire, ongoing recovery efforts, and additional opportunities for City Council consideration.
RECOVERY EFFORTS IMPLEMENTED
Following the fire, the City has conducted direct outreach to affected businesses and property owners, established dedicated City points of contact, and connected businesses and employees with the Los Angeles County Department of Economic Opportunity (County DEO), Small Business Development Center, America’s Job Center of California, and other partners for business counseling, financial and recovery planning, reemployment services, and other available support.
These efforts included several multi-agency meetings with individual business owners, a September 23 Rapid Response Resource Workshop for affected employees, and coordination regarding potential U.S. Small Business Administration (SBA) disaster assistance for businesses that have been directly and indirectly impacted.
The City also assisted The MAIN’s affected productions with identifying alternative performance locations and supported audience communication of relocation information through The MAIN’s website and social media.
To encourage continued visitation and support businesses throughout Old Town Newhall, the City expanded the September SENSES Block Party, added Old Town Newhall businesses to the Open Rewards program, offering 5 percent cash back at participating businesses, and updated the Old Town Newhall website to include information on ways to support Old Town Newhall through privately organized fundraising efforts.
RECOVERY EFFORTS UNDERWAY
The City continues to coordinate with affected business and property owners as recovery and redevelopment efforts advance. This includes coordination with County DEO and state partners 1 Packet Pg. 10
regarding available disaster assistance, as well as assistance with relocation, development review, and permitting.
Staff also continues to assist and promote relocated performances while evaluating options for replacing The MAIN.
PROPOSED OLD TOWN NEWHALL SHOP-LOCAL MARKETING CAMPAIGN Staff recommends entering into a Letter of Agreement with the Old Town Newhall Association (OTNA) to provide $40,000 for an OTNA-led shop-local marketing campaign, in collaboration with the City.
OTNA’s established relationships with and representation of district businesses and ongoing role in promoting Old Town Newhall make it a natural partner to lead this effort. City funding and collaboration would expand the reach of these efforts and support coordinated messaging throughout the recovery period.
The campaign would reinforce that Old Town Newhall remains open for business and encourage residents and visitors to shop, dine, and support businesses throughout the district. Funding would support paid marketing and advertising, photo and video content production, and printed marketing materials and collateral.
If approved, $40,000 would be transferred from the City Council Contingency account, which currently has a remaining balance of $110,000.
PROPOSED COMMUNITY ART WALL
Following the fire, community members have expressed interest in using art to improve the appearance of the fire-affected properties during the recovery and rebuilding period. In response to this feedback and concepts shared with the City, staff has evaluated the feasibility of constructing a temporary community art wall along the properties.
Based on this evaluation, the following outlines options and estimated costs for the wall’s dimensions, as well as a proposed process for selecting participating artists.
Wall Dimensions
The community art wall would consist of a wood-framed fence with smooth, exterior-grade paintable panels. A six-foot wall provides sufficient space for artwork and screening while minimizing construction costs.
If the City were to take the lead to construct the wall, staff evaluated three preliminary configurations:
• Approximately 300 linear feet along the Main Street frontage, at an estimated cost of approximately $130,000
• Approximately 440 linear feet along Main Street and Market Street, at an estimated cost of approximately $187,000
• Approximately 715 linear feet along Main Street, Market Street, and Railroad Avenue, at an estimated cost of approximately $313,000
1 Packet Pg. 11
The estimates include construction and artist supplies and materials and assume a six-foot wall located primarily on private property, contingent upon property owner approval. If the property owner approval cannot be obtained and the wall must instead be located within the public rightof-way, the current estimates would not apply. A right-of-way installation would require additional engineering and construction considerations and is anticipated to significantly increase project costs.
The completed wall would be available for future use in Old Town Newhall as rebuilding occurs.
Artist Selection Process
The wall would be divided into individual sections and would have artwork centered around an Old Town Newhall theme. The size and number of artist sections would be determined based on the number of qualified artists interested in participating and through the artist selection process.
Staff is seeking direction from the City Council on the process to determine the art and artist, which could range from an informal selection process to the City’s Public Art Planning and Selection Process through the Arts Commission.
Based on City Council direction, staff would coordinate with the affected property owners as necessary, solicit bids for construction, and begin an artist selection process.
Interim Holiday-Themed Decorative Screening
As an interim measure, staff proposes adding holiday-themed decorative screening to the existing green construction fencing along the Main Street frontage of the fire-affected properties.
If approved, staff would develop the design and coordinate installation along the Main Street frontage in conjunction with Light Up Main Street and throughout the holiday season.
The decorative screening would provide a near-term enhancement to the appearance of the fireaffected properties while the longer-term community art wall is developed, pending City Council direction.
SENSES BLOCK PARTY
The City’s SENSES Block Party series is held on the third Thursday of each month, April through September, from 7:00 p.m. to 10:00 p.m., on Main Street, between Market Street and 6th Street. The series draws residents and visitors to Old Town Newhall for themed entertainment, activities, food, and local businesses.
As part of the City’s continued recovery efforts, staff is seeking City Council direction regarding a potential expansion of the SENSES Block Party series in 2027. This could include adding additional months to the series; while November and December have Light Up Main Street and other holiday programming, the series could be expanded to springtime months or October. Each edition of SENSES costs approximately $20,000 for equipment, supplies, and staff time.
Additionally, the location of the event could shift to another block on Main Street to encourage visitation and support businesses throughout Old Town Newhall. 1 Packet Pg. 12
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Approval of the recommended action will result in a one-time transfer of $40,000 from the City Council Contingency account (1009300-701001) to the Business Development and Retention account (1003500-516105) for the Old Town Newhall Shop Local Marketing Campaign. The City Council Contingency account currently has a remaining balance of $110,000.
Costs associated with the proposed site beautification efforts will depend on City Council direction regarding the scope of the community art wall. Staff will return to the City Council with any necessary funding actions following Council direction.
Costs associated with a potential expansion of the SENSES Block Party series in 2027 will depend on the number and scope of additional events. Staff will develop estimated costs based on City Council direction and return to the City Council with any necessary funding actions. 1 Packet Pg. 13

CITY OF SANTA CLARITA
AGENDA REPORT
CONSENT CALENDAR
CITY MANAGER APPROVAL:
DATE: October 13, 2026
SUBJECT: LIT FIBER SERVICE TO LOCAL INTERNET PROVIDER
DEPARTMENT: Administrative Services
PRESENTER: Benny Ives
RECOMMENDED ACTION
City Council:
1. Approve a five-year agreement, with two optional five-year extensions, that will allow the City to provide lit transport service to EW Infrastructure, LLC.
2. Authorize an increase of $38,400 annually in Fiscal Year 2026-27 through Fiscal Year 2031- 32 to revenue account 120-431111 (Recreation Facility Fund Dark Fiber Lease).
3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.
BACKGROUND
In June 2021, the City Council approved an initial five-year agreement with BAI Connect (BAI) for the City to provide lit transport service, enabling BAI to offer high-speed, fixed-wireless Internet service to businesses in Santa Clarita. Lit transport uses City-powered, fiber-optic equipment to provide Zentro with connectivity to One Wilshire, a major West Coast data center.
In August 2025, BAI merged with Zentro Internet (Zentro). BAI had provided fixed-wireless Internet service in the Santa Clarita Valley for 19 years and was the first local Internet Service Provider (ISP) to leverage the City’s fiber investments to expand service to the local business community. The initial agreement expired on July 9, 2026; however, the City has continued to provide 10 Gbps of lit transport service while terms of a new agreement were being negotiated. City staff were unable to negotiate a new agreement prior to the expiration as a result of the merger.
4 Packet Pg. 29
City staff recommends entering into a new five-year agreement, with two optional five-year extensions, with EW Infrastructure, LLC, (EW) a wholly owned subsidiary of Zentro. As part of the new agreement, EW will continue utilizing space within and atop The Cube Ice and Entertainment Center for its equipment infrastructure. The agreement will generate 33% more revenue per year than the prior agreement, for a total of $192,000 during the initial five-year term, inclusive of all retroactive revenue owed since July 2026. If both extensions are exercised, the value of the contract will be $605,280 over 15 years. The agreement will also enable Zentro to continue providing high-speed, fixed-wireless Internet service to local businesses.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Approval of the recommended actions will increase $38,400 annually in Fiscal Year 2026-27 through Fiscal Year 2031-32 to revenue account 120-431111 (Recreation Facility Fund Dark Fiber Lease).

PUBLIC LIBRARY
DEPARTMENT: Human Resources and Library Services
PRESENTER: Gina Roberson
RECOMMENDED ACTION
City Council:
1. Award a two-year contract to American Global Security, Inc., to provide unarmed security guard services for the Santa Clarita Public Library in the amount of $460,392 and authorize a contingency of $39,350 for a total not to exceed annual amount of $499,742.
2. Authorize the City Manager or designee to execute up to three additional one-year renewal options beginning in year three, not to exceed the annual contract amount, inclusive of contingency, plus an adjustment consistent with the appropriate Consumer Price Index, upon request of the contractor, and contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year.
3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.

The Santa Clarita Public Library (SCPL) provides services and programs to over 482,000 patrons and residents annually across its three local branches. SCPL also provides critical resources for underserved families, including study rooms, computers, school resources, and various events and programming for children, teens, and adults. In addition, SCPL provides a welcoming environment for patrons and visitors and serves as a cooling center during the hot summer months. Consistent unarmed security guard services help SCPL maintain a safe and welcoming environment for patrons and staff.
5 Packet Pg. 31
Unarmed security guard services are currently provided Monday through Saturday for an average of 62 hours per week. Guards provide information and directions to patrons, observe and report activity, assist with enforcement of the Library Code of Conduct (LCC), patrol library buildings and parking areas, and complete daily activity logs and other required reports.
To provide these services, a Request for Proposal (RFP) for unarmed security guard services was published through the City’s e-procurement system, BidNet, on August 13, 2026, and remained open until September 11, 2026. The City transmitted the solicitation to 4,041 vendors through BidNet, of which 141 downloaded the RFP. Forty-four companies submitted proposals for consideration. The scope of work includes providing regular unarmed security guard services at all three SCPL branches, assisting with enforcement of the LCC, and working with SCPL staff during difficult situations to help maintain a safe, welcoming, and accessible environment for patrons and employees. The evaluation also placed a strong emphasis on firms with current library security experience.
These proposals were reviewed and evaluated based on each company’s ability to meet the specific needs of the City. An evaluation panel comprised of staff from the Department of Human Resources and Library Services scored the responses using the following weighted criteria:
• Proposer qualifications (10 points)
• Experience with similar services (10 points)
• Staff and equipment resources (25 points)
• Thoroughness of the proposal, approach to providing sound services, and ability to provide services to meet objectives and standards (25 points) • Cost of service (30 points)
The evaluation team scored the responses based on a number-point system. All 44 proposals were reviewed and scored, with the ten highest ranked proposers shown below:

CITY MANAGER APPROVAL:
DATE: October 13, 2026
SUBJECT: SUMMARY VACATION OF AN EASEMENT FOR SANITARY
SEWER PURPOSES - CENTRE POINTE PARKWAY AND GOLDEN
VALLEY ROAD
DEPARTMENT: Public Works
PRESENTER: Amalia Marreh
RECOMMENDED ACTION
City Council:
1. Adopt a resolution for the summary vacation of an easement for sanitary sewer purposes, as described in Exhibit “A” Legal Description and shown on Exhibit “B” Exhibit Map, of the attached resolution.
2. Direct the City Clerk to record the certified original resolution in the Los Angeles County Registrar-Recorder's office.
BACKGROUND
The sanitary sewer easement to be vacated was originally dedicated to the County of Los Angeles per instrument numbers 80-622550, 80-622553, and 80-622554 recorded on June 27, 1980. Upon incorporation, the City of Santa Clarita (City) became the successor of the rights granted by the documents described above. The sanitary sewer easement, as shown on the attached Location Map, is located on the southwest corner of Golden Valley Road and Centre Pointe Parkway within a proposed gas station project approved by the City Planning Division on November 7, 2023, under Master Case No.18-001. The easement being vacated is no longer necessary because the main sewer line was constructed within the Golden Valley Road right-ofway.
Per Division 9, Part 3, Section 8333 of the California Streets and Highways Code, the legislative body of a local agency may summarily vacate a public service easement if any of the following conditions exist:
6 Packet Pg. 36
a. The easement has not been used for the purpose for which it was dedicated or acquired for five consecutive years immediately preceding the proposed vacation. b. The date of dedication or acquisition is less than five years, and more than one year, immediately preceding the proposed vacation, and the easement was not used continuously since that date.
c. The easement has been superseded by relocation, or determined to be excess by the easement holder, and there are no other public facilities located within the easement.
City staff have determined the easement, as described and shown on Exhibits “A” and “B” of the attached resolution, has been determined to be excess by the easement holder and there are no other public facilities located within the easement. Therefore, staff is recommending the easement to be summarily vacated by adopting the resolution.
ALTERNATIVE ACTION

CITY MANAGER APPROVAL:
DATE: October 13, 2026
SUBJECT: PURCHASE OF CHIPPER TRUCK FOR SPECIAL DISTRICTS DEPARTMENT: Public Works
PRESENTER: Cruz Caldera
RECOMMENDED ACTION
City Council:
1. Approve the “piggyback” purchase of one Ford F-750 chipper truck using Sourcewell contract number 032824-RTG with Rush Truck Centers for a total amount not to exceed $127,998.
2. Appropriate one-time funds in the amount of $127,998 from the Vehicle Replacement Fund (Fund 722) to the Automotive Equipment Expenditure Account 7222103-520103.
3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.
BACKGROUND
The City of Santa Clarita's (City) Special Districts Division uses a chipper truck to perform tree maintenance operations throughout the City.
On June 25, 2026, Vehicle No. 222, the City's chipper truck, was involved in a hit-and-run collision and was subsequently declared a total loss. The City received $51,424 in insurance proceeds as a result of the loss. An additional $80,780 has accrued in the Vehicle Replacement Fund for this vehicle, for a total of $132,204 available for replacement. Staff has determined that a new 2027 Ford F-750 chipper truck is an appropriate replacement.
After conducting extensive research to find the most competitive pricing and the highest quality chipper truck, staff recommends using the City’s “piggyback” purchasing option for this procurement.
7 Packet Pg. 43
The use of “piggyback” purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract with Sourcewell, which allows the City to utilize an existing competitive process. This contract, which was awarded on July 16, 2024, was solicited through a competitive bid process and is valid through July 9, 2028.
After performing a cost analysis and reviewing pricing for comparable chipper trucks from other sources, it has been determined that the Sourcewell cooperative purchasing contract with Rush Truck Centers provides competitive pricing, quality chipper trucks, and the best value to the City. Additionally, there are no local vendors that provide these types of equipment on a cooperative purchasing contract. Using the Sourcewell cooperative purchasing contract results in a total sale amount of $127,998 inclusive of tax and delivery. The quote is available in the City Clerk’s Reading File.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, $127,998 will be available in expenditure account 7222103-520103 (Vehicle Replacement Fund) to support the purchase of the vehicle.

CITY MANAGER APPROVAL:
DATE: October 13, 2026
SUBJECT: INSPECTION SERVICES CONTRACT FOR CITYWIDE
MICROTRENCHING OPERATIONS
DEPARTMENT: Public Works
PRESENTER: Amalia Marreh
RECOMMENDED ACTION
City Council:
1. Award a one-year contract to Twining, Inc. for Public Works inspection services and authorize the City Manager or designee to execute up to four additional one-year renewal options beginning in year two, with a total contract amount not to exceed $700,000 over the entire five-year term.
2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.
BACKGROUND
On October 14, 2025, the City Council approved a 20-year, non-exclusive agreement with Aspire Broadband Holdings, Inc. (Aspire Fiber) to access and use the City of Santa Clarita's (City) public right-of-way for the installation of fiber optic cable and associated facilities. Pursuant to the agreement, Aspire Fiber is responsible for all applicable permit, plan check, and inspection fees associated with its work, up to a total of $800,000. Due to the volume of microtrenching occurring throughout the City, supplemental public works inspection services are needed to assist City staff with oversight of Aspire Fiber’s work in the public right-of-way and to ensure that construction and roadway restoration activities comply with City standards and permit requirements. Staff recommends awarding a contract for supplemental inspection services in an amount not to exceed $700,000.
This item provides for supplemental Public Works inspection services to support the City’s oversight of Aspire Fiber’s ongoing microtrenching operations within the public right-of-way.
Aspire Fiber’s citywide deployment area is divided into ten construction areas, referred to as 8 Packet Pg. 45
“polygons,” which represent geographic areas where fiber installation and related restoration activities will be performed in phases. The current construction activities are occurring within Polygons 1 through 3, with additional polygons anticipated as the deployment progresses. The anticipated construction areas are identified in the attached Location Map, with Aspire Fiber’s overall construction program anticipated to continue for approximately 60 months from initiation.
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide public works inspection services for Aspire Fiber’s citywide microtrenching operations. The RFP was published and circulated via the City’s e-procurement system, BidNet, on August 11, 2026. The City transmitted the solicitation to 2,123 vendors on BidNet, of which 84 vendors downloaded the RFP. A total of five companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company’s ability to meet the specific needs of the City. An evaluation panel, comprised of City staff, scored the responses using the following categories of weighted criteria:
• Qualifications and Experience of Assigned Personnel (30 points) • Approach to Staffing Plan and Budget Management (30 points) • Quality of Sample Daily Inspection Reports and Documentation (20 points) • Approach to Coordination with Aspire and City Staff (10 points) • Relevant Municipal Staff Augmentation Experience and References (10 points) The evaluation panel scored the responses based on a 100-point scale, with the results outlined below:
Rank Company Location Score
1 Twining, Inc. Long Beach, CA 94
2 BKF Engineers Oakland, CA 86
3 DCCM Infrastructure, Inc. Riverside, CA 85
4 C2PM Los Angeles, CA 84
5 LAE Associates, Inc. Placentia, CA 83
In reviewing proposals, the evaluation panel awarded the highest score to Twining, Inc. (Twining). They demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. Based on their experience with similar projects, and the completeness of their proposal for this project, staff recommends awarding the contract to Twining. The proposal is available in the City Clerk’s Reading File.
California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Twining at a fair and reasonable price.
Aspire Fiber will be responsible for all costs associated with the public works inspection services. If the contract is awarded, Aspire Fiber will deposit required funds into a trust account 8 Packet Pg. 46
