Addendum No. 1, issued by the City on September 4, 2026, has been reviewed and is acknowledged and incorporated into this submission. We confirm complete compliance with the Sample Contract (Section D) and the City of Santa Clarita Terms and Conditions, with no exceptions or deviations. ENVELOPE 2 — COST FILE SUBMISSION
SECTION 1: STANDARD SCHEDULED SERVICE COST PROJECTIONS
Standard unarmed guard services across three public library branches. Calculations utilize the City's official annual billable hours (accounting for 14 full-closure days plus 2 half-day closures).
SECTION 2: SUPPLEMENTAL RATE CARD
Supplemental rates for overtime, holidays, and unscheduled dispatches. Relief costs are absorbed in standard regular rates.
SECTION 3: MANDATORY WAGE & LABOR COMPLIANCE ACKNOWLEDGEMENT Proposed guard base wages meet or exceed the mandatory California and City of Santa Clarita minimum wage floor of $16.90 per hour (effective January 1, 2026).
All required meal and rest period relief coverage is fully absorbed within our proposed regular hourly bill rates; no separate relief-guard fees will be billed.
Proposed rates are fully all-inclusive of all electronic patrol tracking equipment (GPS/RFID), supervision, training, insurance, and overhead.
Proposed regular hourly bill rates shall remain 100% fixed with zero ($0.00) price escalation across both Year 1 and Year 2 of the initial contract term.
In accordance with RFP Section 10, any rate adjustment requested for optional renewal Years 3, 4, or 5 shall be capped at a maximum of 3.0% annually or the percentage change in the Los Angeles Area CPI-U, whichever is less, subject to City approval.
The fixed Year 1 and Year 2 rates fully absorb all scheduled California minimum wage increases and statutory payroll burdens through 2028, guaranteeing zero price adjustments during the initial agreement.
