1.1.2. References
Reference: Section B / RESPONSE FORMAT AND SELECTION CRITERIA / 1. Response Format / 1.1. RESPONSE FILE; Evaluation: Experience with Similar Services (primary), 10% weight [Q&A Set 01 / Q8, Q9, Q46]; Explicit Agency Instructions: “Respondent must provide at least three references where the company has provided, or currently provides, onsite security services for similar facilities, preferably from public agencies.” AGS's Library Security Track Record
AGS has successfully provided this exact service — unarmed, fixed-post library security — for public agencies like the City of Santa Clarita before, and does so currently: nine public library and civic-library facilities across five California municipalities, on the same fixed-post, unarmed model the City is requesting for its three branches.

City of Glendale — 4 branches: Casa Verdugo Library, Brand Library and Art Center, Central Library, Pacific Park Library.

Guards trained in AGS's Community Outreach Module de-escalate patron situations and have earned praise from library management.

Since AGS took over patrol routing, after-hours vandalism and trespassing calls have dropped an estimated 40%, and reported disturbances at the co-located Metrolink Station have fallen 25%; overnight park vandalism has also declined.

Contract in place since November 2020 (5+ year term), 50+ officers daily across 40+ locations citywide, ~12% guard turnover.

The City's own reference letter confirms AGS provides security at "City Hall, Central and Brand Libraries, the utility yard, parks and other municipal locations," and states AGS's officers "have demonstrated professionalism, punctuality, and flexibility," concluding the City is "confident in their ability to provide dependable security guard services".

City of Inglewood — 2 active branches: Morningside Library, Imperial Branch Library.

Guards trained in the same Community Outreach Module support patron experience at these branches alongside library and park patrols and event support. 18 officers citywide, ~11% turnover.

City of Camarillo — Public Library (single-site, unarmed).

Upon award, AGS retained the library's long-tenured incumbent officer through its standard vetting process with zero disruption to service.
100% transition retention of the incumbent officer, 5 officers, 0% turnover.

Formal References (Section C form): The three formal public-agency references submitted with this proposal are Glendale, Inglewood, and Camarillo.

Should staff have any concerns with prospective guards, all concerns will be discussed prior to award. The City reserves the right to regulate all guards submitted by the respondent.” AGS will partner directly with Santa Clarita Library administrators during project onboarding to select and finalize the roster of primary guards and Field Supervisors. We maintain a continuous feedback loop with City leadership, conducting periodic post-order reviews and honoring immediate reassignment requests to ensure every officer remains an ideal fit for the library environment.

Age 18+, high school diploma or equivalent, active CPR/First Aid/AED certification.

At least one of: 3+ years as a security guard at comparable locations; 1+ year honorably-discharged U.S. military service; 2+ years as a police officer; or a POST/criminal-justice/homeland-security credential paired with relevant experience.

Clear incident logging, professional public communication, radio/monitoring equipment operation, and the ability to remain attentive for a full shift.

Hiring, Vetting, and Credentialing Process
Background screening: DOJ/FBI fingerprint-based criminal history checks, national and state criminal history review, sex offender registry and watchlist screening, and employment/education verification.

Pre-assignment drug screening: 6-panel screening completed prior to placement.

Scenario-based competency evaluation: candidates are assessed on realistic situations — alarm response, patrol observation, incident documentation, coordination with emergency responders — before being approved for assignment.

Site-specific matching: for public-facing posts, AGS uses a competency-based interview that specifically probes de-escalation with vulnerable or unhoused populations, incident documentation discipline, and handling of simultaneous, competing on-site situations.

Ongoing credential monitoring: Guard Cards and certifications are tracked in AGS's TeamXpress system, which issues a 90-day advance expiration alert and blocks noncompliant guards from scheduling until retraining is complete.

Regional Team Coverage AGS's proposed guards and Field Supervisors are drawn from across the greater Los Angeles region, giving the contract a geographically distributed team rather than a single-location workforce.

In the event of a missed clock-in, dismissal, or unprepared guard, AGS's 24/7 Dispatch Center mobilizes this distributed team alongside its broader pool of pre-vetted standby guards to place a qualified replacement on-site within the City's required one-hour window.

Incident Response — Public Library 5-Step Process
STEP 2:

ALERT
STEP 3:

RESPONSE
STEP 4:

ESCALATION
STEP 1:

DETECTION
STEP 5:

RESOLUTION
AGS applies its official 5-Step Incident Response Process tailored specifically to municipal library facilities:

Step 1 (Detection): On-site guard identifies an operational or security incident via direct observation, patron/staff report, or AGSTrac® checkpoint alert.

Step 2 (Alert): Guard immediately notifies the Branch Administrator and 24/7 Dispatch via company-issued communication devices.

Step 3 (Response): Guard executes diplomatic de-escalation and LCOC enforcement protocols to stabilize the situation while avoiding physical altercation.

Step 4 (Escalation): If specialized intervention is required, the guard/supervisor immediately contacts the Santa Clarita Valley Sheriff’s Station / First Responders (911) per established protocol.

Step 5 (Resolution): On-site personnel secure the area, restore normal library operations, and generate a comprehensive AGSTrac® incident report for City review. 16 City of Santa Clarita – RFP No. LS-26-27-07 | American Global Security, Inc.

Branch-Specific Patrol Emphasis
Because each Library branch differs in size, layout, and activity level, AGS's on-site guards and Field Supervisors tailor their patrol routine within each fixed post to match the specific facility:

Jo Anne Darcy Canyon Country Library (17,000 sq. ft.; 100,026 annual patrons; 44 reported security incidents in the past 12 months) — the smallest footprint in the system. Patrol focus is on the single-story main floor, public entrances, restrooms, and the adjacent exterior parking lot.

Old Town Newhall Library (30,100 sq. ft.; 224,056 annual patrons, the highest of the three branches; 85 reported security incidents in the past 12 months, nearly double the other branches) — the largest and busiest facility. Its multi-level layout calls for more intensive foot patrols covering stairwells, interior reading spaces, courtyards, restrooms, and the exterior perimeter and parking areas.

Valencia Library (23,966 sq. ft.; 158,133 annual patrons; 44 reported security incidents in the past 12 months) — a mid-sized civic center facility. Patrol routine follows a systematic hourly rotation through interior aisles, study zones, corridors, restrooms, and exterior access points.

This branch-by-branch approach ensures each guard's patrol technique and attention are proportioned to that facility's actual square footage, patron volume, and incident history, rather than one generic routine applied across all three Libraries. 17 City of Santa Clarita | RFP No. LS-26-27-07

Powers of Arrest & Use of Force: BSIS-compliant training defining the exact legal boundaries of citizen’s arrest, detention limits, and legal liabilities under California law.

Strict Non-Intervention Altercation Policy: Guards are explicitly trained to use verbal presence, diplomatic conflict resolution, and de-escalation techniques. OSHA Workplace Violence Prevention: Guards complete OSHA-aligned training to recognize early indicators of disruptive or aggressive behavior, mitigating risks before escalation occurs.

Public Safety & Emergency Management
In the event of an emergency or facility threat, AGS personnel are trained to act decisively to safeguard patrons, library staff, and municipal property.

Facility Evacuation & Emergency Response: Comprehensive instruction on managing fire evacuations, earthquake response, facility lockdowns, and emergency alarm monitoring across all three library branches.
