How did you hear about the advisory body opening?
City Website Word of mouth Display ad City Staff or Commissioner Other (explain)
I am a 2nd year Master’s candidate in Urban and Regional Planning at Portland State University (with only 6 remote credits remaining). Although my husband and I have recently relocated to Santa Cruz, we both have roots in the area. I would love the opportunity to get involved in the community and dive into understanding the city's goals, concerns & challenges.

My Urban Planning studies have been concentrated on Real Estate Development and Sustainability. I completed PSU's Real Estate Development Graduate Certificate, and as part of the curriculum, I have taken classes in Real Estate Finance, Site Planning, and Real Estate Legal Processes. Through my studies, I have become very familiar with state and city plans & zoning codes, community outreach, and planning processes.

My previous career was as Gallery Director for a well respected contemporary fine art gallery. (I received my undergraduate degree from the University of Oregon in Art History.) I spent over 15 years working in the arts prior to shifting my focus towards Urban Planning. I've spent the last several months interning with the City of Beaverton's Downtown Association. In addition, I worked as an enumerator with the 2020 Census to enhance my skills at gathering data and communicating with the general public.

Career wise, I ultimately aspire to a planning or development position that utilizes my skills in research, database development, and communication; my passion for historic preservation and adaptive reuse, as well as my special interest in creating and maintaining public space and community gathering areas. I hope to develop places that appeal to and purposely include a broad range of residents: pocket parks, greenways, plazas, libraries, recreational facilities. The idea of place making appeals to me: how we can maintain the unique character of a community within an increasingly homogenized global market.

To whom it may concern,
My name is Bubb Rader and I’m applying to serve on the Downtown Commission. Here are some relevant reasons I feel I’m more than qualified... • Attended and received a BA from UCSC as a history student • Began working in Downtown Santa Cruz in 2006 and ran Pacific Wave as GM for 7 years until 2015
• Opened Berdels with my wife Dana Rader at 1233 Pacific Ave. In Downtown Santa Cruz in April of 2015. Berdels has doubled in size, grown a vibrant website and is alive and strong as we close 2021 and move into our 6th year of business. We will be opening our Westside location in early 2021. Through Berdels I have employed many high school and college students. We have supported local schools through donations and last year made our biggest contribution to the Santa Cruz High marching band where we purchased their 22ft travel trailer. We sponsor many young surfers as well as sponsored team riders.
• I lived in Downtown Santa Cruz from 2006 until 2009. Married Dana Rader in the backyard of our friend’s home on Bay and Laguna and then purchased our home on Westside of Santa Cruz in 2015 where we are now raising our 2 boys Leon and Lou.

Leon attends Natural Bridges pre-school and Lou lives the good life playing all day with the nanny.
• Opened Westcliff Wellness, now 3 Bros, on Fair Ave. with my wife Dana Rader and a team of 5 other founders.
• Helped my wife Dana Rader open Stripe retail in 2009 until she sold it in 2018. • Lived in Downtown Santa Cruz from 2006 until 2009
Beyond the bullet points I believe it is important I explain why I include my wife in many of my bullet points. Dana and I met while I worked Downtown at Pacific Wave and she was working Downtown at Toadal Fitness. Our first date was at Hulas on the very first night they were opened. It is easy to bullet point the combined 30 years we have professionally dedicated to Downtown Santa Cruz but it is a little harder to convey how truly connected it is to us. I understand this application is about my position on the Downtown Commission but to accurately show my connection I believe it is necessary to paint the entire picture. Downtown Santa Cruz is not just a place I have worked but it is an everyday essential fabric of my life and has been for a long time.

With the support of Council Person Renee Golder, former Mayor David Terrazas and my extensive Downtown Santa Cruz professional resume I believe I would be a strong addition to the Downtown Commission.

Training
Understanding local preservation ordinances, how they are interpreted and applied locally vis-a-vis the U.S. Secretary of the Interior Standards and CEQA is complicated. To address the need for education and training, the State Office of Historic Preservation and non-profits (California Preseration Foundation and the National Alliance of Preservation Commissioners) offer a wide-range of training on important topics.

Among the subjects covered during my tenure include:

California and Federal Legislative and Legal Updates for Historic Preservation; Can I Do That? Applying the Secretary of the Interior’s Standards for the Treatment of Historic Properties; Interpretation and Application of Secretary of the Interior’s Standards; Preservation Advocacy & Law; Cases:

Examples of Contextual Infill; Owner Consent & Designation: Summary & Strategies; Planning & Zoning–Pt. 2: Effective Community Advocacy; Preservation Incentives & Benefits; Standards and Guideliness for Design Review; Public Outreach and Community Engagement; and, Legal Basics, including California SB9 and SB35.

Brief CV Summary:

WORK EXPERIENCE:

Began career as a professional librarian as Director of the Encyclopaedia Britannica, Editorial Research Library (Chicago) and later as Head of Reference Services, McHenry Library, UC Santa Cruz.

Subsequently worked for medical and scientific publishers (Thomson Scientific, Ovid Technologies, and Kaim Informatics) in the sales and marketing of research databases and software tools to universities, academic medical centers, hospitals, and biotechnology and pharmaceutical companies.

EDUCATION:

M.S. Library and Information Science, Dominican University, River Forest, IL.

B. A. History, University of Illinois, Urbana, IL.

'DQQHWWHH 6KRHPDNHU UHPLQGHG XV RI WKLV RSSRUWXQLW\ DW WKH *31 PHHWLQJV Personal Investment in the City Parks
In November 2011, when our small family moved to Santa Cruz, a major reason we decided to land in the Grant Park Neighborhood was the availability of the park for quality recreational, family friendly outdoor space. In the past (nearly) decade, I have spent countless hours in the Santa Cruz, Soquel, and Capitola public parks with birthday parties, friendly get-togethers, community picnics, food-truck/beer outings, live music performances, and innumerable random activities. I am personally, and happily invested in the success of the City’s parks.

Proven, Consistent Advocacy for Grant Park
In December 2018, our local park was under threat due to the opioid crisis, a lack of homeless services, and other administrative difficulties faced by the City to manage the impacts of on-theground conditions. With a handful of neighbors, we began a community advocacy group (that now numbers over 100 members) to speak up for Grant Park and the local neighborhood. After adopting the park, holding bi-weekly meetings, having clean-ups, and regular community events, we hope the next year continues to prove fruitful, safe, and fun for our neighborhood park.

Professional Training in Sustainable Urbanism
With not an architecture school in sight (nearest architecture schools are in Berkeley, SF, or San Luis Obispo), actual urban-scale design training and experience is hard to come by on the Central Coast of California. I am one of the rare folks that has committed a significant portion of their time to seriously studying successful urban design. I completed a Ph.D 2012 in Architecture, studying basic distributed resource network units called urban-architectural forms.

One of my successful case studies was the Isla Vista Recreation & Park District (ivpakrs.org) on the coast, just south of Goleta, California. I am a licensed architect and attorney, with nearly a decade of experience in planning practice. I am also an USGBC LEED Accredited Professional and have a Graduate Certificate in Sustainable Urbanism from Texas A&M University, College Station, Texas.

I have enjoyed our local parks and also brought youth from south county to enjoy the parks through the first and only outdoor bilingual education program called Growing Up Wild / Creciendo a lo salvaje based in the corralitos mountains.

I think open public spaces are essential to community development and I would like to work with other community members to ensure that all people in Santa Cruz feel welcomed and invited to these spaces. I would also like for people to be able to recreate and appreciate the balance that the Awaswas people were able to maintain in these lands with the local habitat of their time and uncover the rich natural history that surrounds us.

Dear City Council:

Above is a picture of me in the lat ‘70’s, helping the members of the Redwood Nonviolence Community dismantle a military barracks at Ft. Ord. I’m on the lower left (in my dad’s arms. We used the recovered lumber to build a center for Peace and Justice here in Santa Cruz, the Resource Center for Nonviolence. Now, I am working on an affordable housing project in Ft.

Ord which will provide 66 apartments for low income people. The project is designed to be net zero energy, meaning that all the energy used by the apartments will be provided by solar panels on site. The project is all electric, so any grid electricity used will become less carbon intensive year by year, until 2050, when our state has committed to have a 100% clean grid.

These two examples bookend my life here in Santa Cruz, and provide a good example of why I am applying to serve on the Advisory bodies. On the one hand, the righteous grassroots activism that is core to this town’s identity. On the other, the high tech future that comes with building new apartments here in California and saving the world. My goal as a Commissioner would be to keep these two forces in balance, and make reasonable planning decisions to support our climate action goals while honoring both. Time is of the essence.

1.154
I served for eight years on the Planning Commission, and am very proud of our accomplishments. This experience will serve me well if I am reappointed. We had a balanced commission, with technical experts in building across the spectrum, and we all worked together to accomplish some really good things. When I see the amount of housing we produced in those years, it makes me proud. I look forward to restoring this type of balance and productivity to the Commission.

I do have one regret. The Corridor Planning process, which I worked extensively on, was a failure. This left us without objective zoning standards, and now that SB 35 is in effect, it is really hard for me to see how defenseless this has left our community. We had draft objective standards that would have required all sorts of good things for certain projects: daycare centers, senior housing, green roofs, remarkable architecture, etc. While I don’t think it would be productive to re-open that process, I believe there is a lesson here for our community, that if we can’t work together and agree on what we want, the State will intervene, leaving everyone unhappy.

Finally, I want to clearly state that I am in favor of building all types of housing in our town. Not too much, but a lot. My son’s awesome young kindergarten teacher drives daily from Seaside.

The traffic on Hwy 1 is now as bad as LA traffic was in the 90’s. People talk about pulling up the train tracks on our rail trail (!). To be clear, it is not OK with me anymore, from a social justice perspective, to eliminate all forms of housing except for single family homes from our City.

We knew this when I was dismantling that Army barracks forty years ago. We have seen how it has gentrified our town. Now is the time to get to work on correcting it, not because the State requires it, but because it is the right thing to do.

Please don’t hesitate to reach out if you have any questions I can answer.

Best regards;
Pete Kennedy

Diana Alfaro – Water Commission Application
Thank you for considering my application to become a member of the Water Commission. As one of the most important resources in any community, it is very important how we think about water. It is especially important to keep in mind how water impacts our residents in the City and the water department’s service area beyond. My unique experience in housing will bring a different lens to the commission. As a housing developer, I understand the governmental process, public and private financing, and I understand the importance of community engagement.

The upcoming projects that the Water Commission has planned and the path forward requires both community education and engagement. I believe that my work in affordable housing can help provide some guidance on how to communicate with low income residents. It’s important that groups within the city participate and understand any upcoming changes that will occur and how they may be impacted. It’s easy for people to critique the unknown but real conversation happens when everyone is informed.

I currently serve as one of the City of Santa Cruz representatives to the Santa Cruz County Latino Affairs Commission. Although I enjoy what we accomplished there, I would be willing to give up that post to join this commission which I believe has a lasting impact on the community that I call home. I have attached my current resume, if you would like more information about my professional experience. Please feel free to contact me if you have any questions.

Best regards;
Pete Kennedy

GEORGE Lithograph, Brisbane, CA 1987 – 1999
Director, Technology Development (and co-owner)
In 1989, George Lithograph had no digital production capabilities. By 1999, George was widely considered an innovative technology leader. The company grew sales from $11 million in 1988 to $60+ million in 1999, placing it within the printing industry's top 1% in annual sales. My technology restructuring efforts contributed to the outstanding valuation received when we sold the company in 1998.

This multimillion dollar program identified & developed technology "edges" that enabled George to expand in its high-tech marketplace. I created technology strategy, implementation and infrastructure; negotiated capital equipment purchases, managed integration and training.

Registered the Internet domain name George.com in 1992 and fired-up servers for email, FTP and Web to accelerate business relationships, years before competitors.

Speaker on workflow innovation for Viewpoint, Digital Smart Factory, Seybold & Xplor conferences.
