Title: South of Laurel Area Plan Lines Project
6. PRELIMINARY SCOPE OF WORK
6.1. Project Objectives
The intent of the South of Laurel Area Plan Lines Project is to better connect Downtown Santa Cruz with the San Lorenzo River and beach areas, to give the community better access to the river and beach, and help visitors see more of Santa Cruz, including its local businesses and entertainment destinations. This Project will help implement the City of Santa Cruz Downtown Plan (Plan), which was amended in 2025 to include the South of Laurel Area. The Plan addresses circulation for cars, bicyclists, and pedestrians, as well as the proposed relocation of Laurel Street Extension, a new roundabout, and new pedestrian plazas. The Plan provides concepts for the corridor’s future geometrics but does not provide a path from existing geometrics to the ultimate planned configuration. The South of Laurel Area Plan Lines Project seeks to update this conceptual design to a multi-modal design with detailed geometric and right-of-way requirements and the path that will be used to transition from existing geometrics to the ultimate configuration as development applications are submitted for review along this corridor. Sufficient rightof-way is needed throughout the South of Laurel area to accommodate the desired roadway improvements such as a new roundabout, on-street parking, bicycle and pedestrian facilities, space for stormwater treatment facilities, and travel lanes.
6.2. Minimum Qualifications
The selected consultant can be a firm, a consortium of firms or an individual, but must demonstrate to the City’s satisfaction the following qualifications:
Knowledge of and experience with:
A. Designing street corridor plan lines and geometric designs including utilities B. An understanding of incorporating complete streets design elements and working in FEMA flood risk areas
C. Expertise in civil and transportation engineering design D. The prime CONSULTANT shall have at least five (5) years of experience in the activities above Demonstrated ability and adequate resources to:
E. Complete the Scope of Work by specified deadlines
F. Communicate effectively with any sub-consultants and other members of the project team G. Effectively manage sub-consultants and/or technical staff H. Prepare clearly written documentation and high-quality graphic materials The Consultant shall comply with all insurance requirements of the City of Santa Cruz, included in the sample agreement in Attachment A.
Amendments to the agreement will be required to modify the terms of the original agreement for changes such as extra time, added work, or increased costs and must be done prior to expiration of the original agreement.

Subject: 5.12.26 Item #21 - Parking and permits
*The summary statement re:costs does not seem to include parking ticket revenue.
Tickets are common in the beach area.
** For the Lighthouse/Cowells program, $30 annual permits (which my community is eligible for), applies to 2 streets (Lighthouse and Cowells) within a one block area closest to W. Cliff Dr and Bay St. The enforcement period is limited to May 15th through Sept 30th, and applies ONLY TO WEEKENDS & HOLIDAYS for street parking. Daily permits are $3 (same as downtown). Annual $30 cost really can't be compared to a $75 monthly permit downtown as enforcement periods and parking hours differ greatly.
There are parking meters/spots of which these permits may be used on Bay St, but those are now to be removed in favor of 2-way bike lanes (a major safety concern with speed of ebikes and too many erratic riders). I've not seen any evaluation given to loss of meter revenue in this higher demand beach area for that redesign. Adding more development (BSOL expansion) next to and within the beach area will compound the tourist and higher use times (weekends, good weather, events) demands.
This parking permit area is also negatively impacted by race events in which no street parking is allowed on race days.
A good analysis would include the above factors.
The new Finance District revenues generated by increased tax values on new development within these areas should also be considered to accommodate or offset negative impacts to pre-existing residential parking.
* "In the current program year, residents have purchased 2,647 permits. Participation in the parking programs ranges from 9,000 to 11,000 permits being issued annually over the past decade. The program costs approximately $425,000 to run on an annual basis, which includes both materials and staffing costs. The program cost recovery is only 63% to 77% of the overall annual program cost. These costs do not include the staff time associated with the initial development and authorization process or the installation costs which vary based on the size of the permit area." ** "Increasing the cost of permits was supported by all advisory bodies. The advisory bodies generally supported a flat rate permit rather than a variable rate. At minimum, achieving full cost recovery was an important consideration. The Downtown Commission noted that while residential permits outside of downtown are $30 per year, downtown residents are paying $75 per month for parking permits." Sincerely,
Anita Webb

LOCATION: Citywide
RECOMMENDATION: Motion to accept the 2026 Youth Liaison Program Presentation.
BACKGROUND: In December 2021, the City Council adopted the first “Children and Youth Bill of Rights”, establishing a strong foundation that prioritizes the well-being and success of children and youth in the city. The Bill of Rights outlines key rights designed to ensure that every young person has the opportunity to thrive. These include the right to:
• A healthy mind, body, and spirit that enables them to maximize their potential; • A healthy attachment to a parent, guardian, or caregiver and an ongoing relationship with a caring and supporting adult;
• Safe and healthy environments—at home, in school, and throughout their neighborhoods and communities;
• Access to high-quality education that promotes future success in school, career, and life; • Life skills training to prepare them to live independently, be self-sufficient, and positively contribute to their community;
• Employment opportunities with protections from unfair labor practices; • Freedom from mistreatment, abuse, and neglect;
• Opportunities to express their views, develop leadership capacity, and engage in their community;
• Feel supported by the larger community and maintain a sense of hope for the future; • Explore and express their innate curiosity and creativity and the encouragement to do so.
In 2022, City Council directed Parks and Recreation Department staff to provide a “State of Youth” report to establish baseline metrics associated with the Children and Youth Bill of Rights. The report was intended to be updated and utilized year-over-year to evaluate needs, impacts, and successes resulting from the City’s investment in Santa Cruz youth and affirm commitment to the Bill of Rights. The City and the Children’s Fund Oversight Subcommittee worked with Nicole Young of Optimal Solutions Consulting to prepare a biannual report presented to the City Council in 2023 and 2025.
22.1 Since October 2024, the City has partnered with United Way to participate in a Youth Liaison Program, where high-school aged students can connect with their community and experience local government. The Youth Liaison Program is designed as a connection between young people and City Council members, ensuring that youth perspectives are uplifted and considered in the decision-making process.
DISCUSSION: The Youth Liaison Program presentation will include highlights from each Liaison’s project, what they learned, and what they would like future liaisons to know. The Youth Liaison Program helps to inform the City’s priorities, decisions, and actions to advance youth well-being in the Bill of Rights while engaging youth in hands on experience with local government initiatives.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) DETERMINATION: The proposed Council action is not a “project” under CEQA because it will not cause a physical change in the environment directly or indirectly.
HEALTH IN ALL POLICIES (HiAP): HiAP is a collaborative framework designed to improve population health by integrating health considerations into decision-making processes across sectors and policy areas. HiAP is built on three core pillars: equity, public health, and sustainability. Its primary goal is to ensure that policymakers fully consider the health, equity, and sustainability impacts of various policy options during development. This report aligns with HiAP by supporting key rights of children and youth throughout the city. Additionally, Youth Liaison led projects can touch on various efforts covering a variety of topics across all the HiAP pillars.
