B. Project Understanding and Approach
Statement of Understanding
The City Administration aims to enhance the City’s image and communication. A selected consultant will assess three websites (the main City site, the Library, and Heritage Arts), develop a migration plan to a new CMS, and ensure a complete transition to a single City website. Responsibilities include data analysis, design oversight, training City staff on website management, ensuring compliance with regulations, and providing ongoing IT support. Following a two-year rebranding project expected to conclude in 2026, the consultant will assist in implementing a new design with City branding guidelines.
Our Approach and Methodology
CivicPlus’ focus will always be to help local governments work better. We invest millions of dollars annually in research and development to continue enhancing and developing solutions for local government. CivicPlus will continue to push out enhancements to improve the user experience for both our customers and their online visitors. Our Web Central CMS is continually updated and will always be on the cutting edge of web technology.
To help future-proof our customers’ web solutions, the CivicPlus Development Team develops software using the Agile development methodology. We currently work in two or three-week sprints with several teams addressing new functionality and services, with additional teams and select members dedicated to software fixes and minor enhancements. Prior to any software update or rollout, all code changes go through an internal testing process which includes an alpha testing phase, a beta testing phase, and a final release candidate testing phase.
Separate internal servers, isolated from our customer hosts, are used for these various stages of testing.
At any time during these testing phases, any member of the CivicPlus team can report an issue that needs to be addressed before rollout, essentially removing the product from the deployment schedule.
At this time, the code under review will have to begin the testing phase at the beginning to ensure it completes the entire testing cycle without issue or incident.
A separate and isolated testing environment that mirrors our production servers is maintained for internal testing of not only our own codebase, but any updates to the host operating system as well. All updates are logged and tested prior to rollout to ensure compatibility with our Web Central CMS. civicplus.com 4
Key Milestones
CivicPlus will have one-on-one meetings with the City throughout the project with open communication and multiple points of approval built into the process. Our team consists of a project manager, art director, web content specialist, and trainer. Projects are broken into multiple phases, as seen below.
Throughout every stage of the project, we encourage and rely on your input and knowledge of your community culture to develop the right tone and right look for your website.
Phase 1: Initiate | Timeline Approval
Phase 2: Analyze | Consulting and Mood Board Approval
Phase 3: Design & Configure | Design Approval
Phase 4: Optimize | Website Approval
Phase 5: Educate | Training / no approval needed
Phase 6: Launch | Website Launch Confirmation
City Requirements
As a hosted solution, the City will not bear the responsibility of maintaining the server side hardware in support of the application. Because CivicPlus’ Web Central CMS solution is cloud-based, all the City needs to operate the software is a reasonably modern PC, tablet, or mobile device and an internet connection. We recommend running it on a high-speed internet connection.
From our approximate timeline, the City will experience the heaviest lift in Phase 2 and Phase 3, when we will analyze and configure your new website as a team. There are five meetings over the course of the project, each about one hour. Additionally, we recommend seven blocks of training (three hours each) for all who will edit the website. Outside of meetings, the City will have approval forms to complete (approximately 15-20 minutes if well organized) for things such as the design approval or submitting design revisions.
Lastly, the largest lift for many customers is reviewing their content in preparation for content migration.
You will want to avoid bringing over outdated or inaccurate information, but that timeframe is flexible on your current CMS content.

Ultimate Package Designs

your art director on the order, placement, and
format of your homepage content and design
elements. Your preferences will be solidified into
a homepage layout wireframe, which will provide
the structural blueprint for the visual design.
Aligning project goals and design through the

implementation of your Web Central website.
48-MONTH REDESIGN
At CivicPlus, we understand trends change daily
and we continually analyze different ways to
design our websites—making it easier and more
user friendly for your residents to navigate. One
of our best practices to help keep up with these
new trends is by adding a redesign to your project.
Unlike other vendors, our redesigns aren’t just
changes in the colors or some of the buttons
as your staff can do that independently. With a
CivicPlus redesign, you can receive a completely
brand-new website design and layout. During
the redesign, you’ll also receive a quality control
review to ensure content is as expected with the
new design application.

The included designs will provide you with an
idea of the different directions we can take your

Customer Experience:
Fayetteville, Arkansas
Challenge: Previous software was difficult to
navigate and rely on at times.
Result: Staff can easily update systems and they
are supported by award-winner technical support
team.
CivicPlus Has Saved the City Time
Fayetteville may be the second largest city in
Arkansas, but it remains a tight-knit community
with residents who stay involved. As a large
and growing city with multiple departments
and stakeholders, having software that is easy
to use by staff and residents is vital. One of the
most beneficial, time-saving results realized by
Fayetteville has stemmed from quick and reliable
customer support, which the city struggled with
before transitioning to CivicPlus.
“We have a lot of city staff with different
backgrounds that can now go into the software
and make changes themselves without having to
send in a support ticket. Previously, that would
take months to get solved. Now — an example
being the other day — I sent a short question
in the live chat feature, and my question was
answered in 15 minutes,” says Kara Paxton,
Fayetteville City Clerk Treasurer.
Mobile-Friendly Website and 311 CRM
Software
The city’s website is built to serve its residents
online. Community members can report
concerns, apply for permits and licenses, explore
GIS maps, pay bills, manage services, sign
up for notifications, and more. Paxton noted
improvements to its navigation, accessibility, and
mobile compatibility. She has received positive
feedback regarding the ability to view the website
on small mobile devices by subscribing to
calendars and notifications, all while on the go.
The city is managing, responding to, and resolving
resident requests by utilizing SeeClickFix 311
CRM.
A Partner for Positive Civic Experiences
Paxton said there are benefits of implementing
software that works together, including providing
a seamless experience for residents:
“What we noticed with CivicPlus is that
when software programs are implemented or
integrated, they work. I’ve noticed situations
where organizations bought software with
legacy systems. It was tough to make them work
together, so the ability to implement multiple
products together made a big difference. We
already had a CivicPlus website, and our agenda
management and codification software had the
most advantages compared to the other options, so
the answer was simple.”
Paxton noted that with CivicPlus, she feels like
something other than a customer but a partner.
The people at CivicPlus are actively looking for
how to improve the products, which brings about
an exciting yet comforting future.
“One thing I love is when we talk to someone at
CivicPlus — whether for Agenda and Meeting
Management, Codification, or our website
— If we have an idea, everybody is open to
hearing it. And if it’s something they don’t have
implemented yet, they take that feedback and plan
how they can make it work for us in the future.
This gives you more ownership of the product and
a feeling of being a partner versus a customer,”
Paxton says.

Customer Experience:
Lindsay, California
Challenge: The current City website was outdated
and needed a redesign.
Result: Implement an integrated Municipal
Website, Agenda and Meeting Management, and
Municode Codification solution with one-stop and
frictionless staff and resident functionality
Antiquated System Before CivicPlus
Lindsay, California, needed a new government
website to meet residents’ modern expectations.
The City also wanted a website that could
integrate its code of ordinances and Agenda and
Meeting Management system.
Before partnering with CivicPlus, residents found
Lindsay’s old website difficult to navigate as
it took too much scrolling and clicking to find
what they needed. The visual design was also
outdated and needed to be more representative of
everything that makes the City unique. For staff,
the website content was challenging to create and
maintain. As a result, some information on the
website has become outdated and inaccurate.
Though the City’s code was online, it was only
available as downloadable PDFs. The code was
difficult to manage, and staff needed a better
solution that would take less time.
Integrated Legislative Management
Solution
CivicPlus acquired Municode in 2021. Today,
Municode’s solutions are part of the CivicPlus
Civic Experience Platform.
To address these issues, Lindsay turned to
Municode (now CivicPlus), its partner for
Codification services, for over ten years. The City
integrated Website Design, Agenda and Meeting
Management, and Self-Publishing software, all
from CivicPlus. Now, residents have a visually
stunning and easy-to-navigate website.
Adding Agenda and Meeting Management
functionality with Self-Publishing increased
transparency as minutes, agendas, and the
City’s code of ordinances are readily available
in an intuitive interface. For staff, updating the
website requires little to no technical training.
With a Microsoft Word-based CMS, creating
and maintaining pages is easy for the staff of all
technical levels. This ease of use is also extended
to the City’s code of ordinances, as
Self-Publishing Software allows for simple
drafting, editing, and passing of code, on one
platform.

Customer Experience:
Parkland, Florida
Challenge: Move to a more affordable website
accessibility and quality assurance solution.
Result: Significant improvement in its
accessibility compliance score in three months
and a 30% reduction in accessibility tasks.
The City of Parkland partnered with CivicPlus in
2009 to create a digital footprint by modernizing
resident communication and service strategies.
Working with CivicPlus and CivicPlus’ Web
Accessibility partner, Monsido, Parkland wanted
to ensure its website’s continuing health and
compliance in an ever-evolving landscape of
accessibility legislation.
Quality Assurance
The administrative upkeep of the website is
primarily the responsibility of Melissa VanKannel,
Digital Media and Communications Specialist for
the City of Parkland, in addition to the primary
accessibility and inclusivity goals.
“One of the Monsido modules I like is quality
assurance. This module saves time by locating
broken links and issues throughout the site instead
of combing through the website manually.”
VanKannel explained that, for example, some
people take PDFs down from the website without
communicating with her and think that the job
is done. This assumption is incorrect; the link
still exists on the web page but has no valid
destination. In the past, VanKannel would have
been unaware, “But with Monsido, I’m able to tell
that’s why it’s broken.”
Resident Engaging Website Functionality
Utilizing the CivicPlus Website CMS also
enhances the efficiency of VanKannel’s
administrative workload and ensures the quality
of all website content through an automated
approval process. In addition, the administrative
and collaborative ease of use has empowered the
City to promote and highlight important news
promptly.
“Our upper management likes to see important
information on the home page without having
to click,” VanKannel explained, as resident
expectations for immediacy have evolved. “The
widget tools are great, just inputting content;
it’s simple and straightforward. I had to give a
training last week for the Parks and Rec staff on
how to create pages and the process it entails. I
didn’t have to do much talking; it was more just
showing them the steps.”
Conclusion
Creating a digital footprint has provided the
community of Parkland with a central hub for
information and services that can meet the
expectations of their tech-savvy residents. The
partnership with CivicPlus has provided the City
of Parkland staff with time-saving workflows and
infrastructure that has created new efficiencies
and quality standards that enhance accessibility
and communication efforts that lead to improved
resident engagement and positive civic
experiences.
So, though VanKannel has a big job keeping
the website content relevant, engaging, and
accessible, she feels that Parkland picked the right
partner to work with in CivicPlus and appreciates
the customer support.
“With a smaller company than CivicPlus, you
might not have that support staff that you need.”

CivicPlus Project Pricing & Invoicing
Component Costs
CivicPlus prices on a per-project, all-inclusive basis (stated in U.S. dollars). This type of pricing structure eliminates surprise costs, the uncertainty of paying by the hour, and is overall more cost effective for our customers. It provides you with a price based on the products and features listed in this proposal that only varies if additional functionality, security, or other design or project enhancements, outside of the included scope, are added prior to contract signing. Maintenance and support is part of our annual recurring services fees.
Additional Services
If the City requests to add additional services, those services will be priced and scoped separately for review and approval. This can be set as an addendum to the contract between CivicPlus and the City.
Standard Invoicing
• 100% of Initial Term invoiced upon signature date
• First-year Annual Services fee is included with your Initial Term cost • Subsequent annual invoicing occurs on the anniversary of the contract signing date, and is subject to a 5% technology fee uplift each year starting Year 2 of your contract Customized Billing/Invoicing
• Other billing options can be discussed before contract signing and, if feasible, a plan developed that works for all parties
• Not available with all CivicPlus products—please reach out for more details We will work with you before contract signing to determine which of our billing processes will meet both your needs for budget planning and our accounting processes.
Proposal as Non-Binding Document
A successful project begins with a contract that meets the needs of both parties. This proposal (including all supporting, technical, or specification documents required for submittal with the current RFP) is intended as a non-binding document, and the contents hereof may be superseded by an agreement for services. Its purpose is to provide information on a proposed project we believe will meet your needs based on the information available. If awarded the project, CivicPlus reserves the right to negotiate the contractual terms, obligations, covenants, and insurance requirements as provided in the RFP before a final agreement is reached. Subject to the terms of the final controlling agreement, CivicPlus requires its standard Master Services and Solutions and Service Terms to be incorporated and linked in the final agreement. For reference, the CivicPlus standard Master Services and Solutions and Service Terms can be found online at civicplus.help/hc/en-us/sections/10985404533271. We look forward to developing a mutually beneficial contract with the City.

response cache. The XplorIR is the only portable, handheld analyzer capable of detecting and identifying over 5,600 individual chemical substances, including toxic industrial chemicals, volatile organic compounds, chemical warfare agents, and complex chemical mixtures. Utilizing Fourier Transform Infrared spectroscopy, the device delivers highly accurate results within seconds, enabling first responders to make informed decisions in real time without the delays associated with off-site laboratory testing.
Designed for durability and ease of use, the XplorIR features an impact-resistant housing, glove-compatible single-hand operation, and a high-visibility touchscreen display for use in both daylight and low-light conditions. It offers two operating modes: continuous monitoring for atmospheric assessment and a point-and-shoot function for isolating specific sources such as leaking cylinders or confined spaces.
The system also includes a comprehensive onboard chemical library, automatic spectral matching, internal data logging, GPS tagging, and wireless connectivity for rapid transfer of incident data. Long-lasting battery performance supports extended field operations, while integrated system diagnostics help ensure operational readiness at all times.
The XplorIR will be deployed to support hazardous materials responses, Urban Search and Rescue operations, and other high-risk environments where the presence of unknown or dangerous airborne substances poses a threat to responder safety and public health. This acquisition supports the Department’s all-hazards response model and fulfills the core objectives of the State Homeland Security Program to strengthen local and regional response capabilities.

Utilizing Fiscal Year 2022 State Homeland Security Program grant funds, the Department of Fire-Rescue will acquire ten (10) AttackPRO VRS thermal imaging cameras, including supporting accessories and extended warranty coverage. Manufactured by Seek Thermal, the AttackPRO VRS cameras offer advanced imaging technology specifically designed for fire service operations. Each unit features a 320x240 pixel high-resolution thermal sensor, video recording capabilities, a wide 57-degree field of view, and a detection range up to 650°C (1,200°F). These features significantly enhance visibility in smoke-filled environments and allow for rapid decision-making during dynamic incidents.
The cameras are ruggedized for field use, built to IP67 waterproof specifications, and rated for two-meter drop resistance. Each unit is packaged with two rechargeable batteries, a desktop charging dock, and truck-mounted chargers to support in-field readiness. The purchase also includes aluminum carabiner gear keepers to ensure secure and convenient access during operations.
The AttackPRO VRS cameras will be deployed across frontline apparatus and will serve a critical role not only in fire suppression operations but also during hazardous materials and Urban Search and Rescue responses.
