DISCUSSION
Given the ongoing and evolving nature of the City’s economic development and community revitalization initiatives, staff recommends modifying the existing PSA to transition to a monthly retainer model. The proposed structure of $7,500 per month will provide the City with predictable and flexible access to Mr. Livas’ services, allowing him to assist as needed on multiple concurrent efforts without the administrative limitations of an hourly billing approach.

In addition, staff recommends extending the term of the PSA by three (3) years, through January 1, 2029, to ensure continuity of advisory services and support through various long-term planning and economic development projects expected to unfold over the next several years.

The scope of services will remain consistent with the original agreement, focusing on:
• Economic development strategy and implementation support; • Value capture and redevelopment feasibility analysis; • Intergovernmental and stakeholder coordination; and
• Advisory input on community and development-related initiatives.

All other terms and conditions of the original PSA will remain in full force and effect.

SUMMARY/NEXT STEPS
Approval of Amendment No. 1 will formalize the new monthly retainer structure and extend the agreement term through January 1, 2029. Upon City Council approval, the City Manager will execute the Amendment, and staff will continue to work with Mr. Livas CITY COUNCIL AGENDA REPORT – NOVEMBER 5, 2025

Santa Fe Springs Department of Fire-Rescue

Santa Fe Springs, CA 90670
Dear Captain Chavez:

Thank you very much for the opportunity to provide you with this proposal for five (5) Select by Braun Chief XL ambulances for the Santa Fe Springs Department of Fire-Rescue. Specifications and drawings of the proposed ambulances are attached.

Braun ambulances are “Built for Life.” Braun stands as a premier custom ambulance manufacturer, combining decades of family-led legacy, uncompromising craftsmanship, and cutting-edge innovation to deliver vehicles that first responders can depend on. Founded in 1961, Braun has evolved into a leader in ambulance design by introducing features like SolidBody™ Construction, EZ-Glide doors, and full customization of module, chassis, and interior layouts to meet the needs of fire-based EMS. Safety, durability, and performance are not add-ons — they are foundational, so much so that Braun ambulances are tested to withstand extreme events and protect both patient and crew. Driven by a mission to “make life better, one relationship and one vehicle at a time” and guided by generations of quality-focused leadership, Braun aims to deliver not just a product, but a trusted partner on the frontlines.

Highlights of the Proposed Braun Super Chief Ambulances • All aluminum SolidBody™ brake-formed construction for exceptional durability and a lifetime structural warranty.

Includes all aluminum interior cabinetry.
• Roof and side load testing that exceeds the required load capacity by 300%. Braun is the only ambulance manufacturer to have submitted the same ambulance to both side impact and rollover testing, simulating a realworld incident. • Industry-first rollover and side-impact crash testing for the Braun module design for added assurance of occupant safety. See videos.
• Arched roof design allows for more internal headroom, gives added strength across the top, and eliminates water and snow pooling.
• Sprayed foam insulation on the ceiling, walls, doors, and entire underside of the body provides acoustical and thermal insulation.
• EZ Glide™ sliding door at the Curb side for added safety. Braun was the innovator that developed, perfected, and introduced the sliding door to the ambulance market.
• As-built wiring schematics and wire labeling every 4”, reducing service and repair time. • Gatorhyde protective exterior compartment coating
• All Eberhard handles on module entry and compartment doors. The Braun design disengages the tie rod from the handle when the door is locked, allowing the mechanism to “free float” to reduce the chance of bending or breaking the handle or tie rods, especially when pulling on a locked handle. The deep pocket and beefy handle make it easier to grip when wearing gloves. See video.

• Structural: Lifetime, transferable module structural warranty • Conversion: 3 years/36,000 miles
