SUBJECT: RESOLUTION NO. 9988 – ESTABLISHING THE CITY’S MAXIMUM

CONTRIBUTION OF MISCELLANEOUS AND SAFETY EMPLOYEES
UNDER THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE
ACT
DATE: November 28, 2025
RECOMMENDATION(S):

It is recommended that the City Council:
1) Adopt Resolution No. 9988, establishing the City’s maximum contribution to medical insurance premiums under the Public Employees’ Medical and Hospital Care Act.

FISCAL IMPACT
The financial impact of this adjustment has already been incorporated and approved in the FY2025-26 Budget as part of the applied benefits and labor costs.

BACKGROUND
The various Memorandum of Understanding (MOUs) between the Santa Fe Springs City Employees Association (SFSCEA), the Santa Fe Springs Firefighters Association (SFSFA), the Santa Fe Springs Management & Confidential Association (SFSMCA) and the Santa Fe Springs Executive Management Association (SFSEMA) provide for an increase in the maximum amount that the City contributes towards medical insurance for employees and retirees. During negotiations, it was agreed upon that the medical contribution cap will be adjusted, up or down, for the term of the agreement (Jan, 1, 2025 – Jan 1, 2027), to match the Kaiser family rate (SFSCEA/SFSMC/SFSEMA) or PORAC family rate (SFSFA).
