WHEREAS, the City of Santa Fe Springs (the “City”) is a general law city, incorporated under the laws of the State of California; and
WHEREAS, California Constitution Article XI, Section 7, enables the City to enact local planning and land use regulations; and
WHEREAS, the authority to adopt and enforce zoning regulations is an exercise of the City’s police power to protect the public health, safety, and welfare; and WHEREAS, pursuant to its police power, the City may enact and enforce laws within its boundaries that promote the public health, morals, safety, or general welfare of the community, and are not in conflict with general laws; and
WHEREAS, California Government Code Section 65858 authorizes the City Council, following notice and a public hearing, to adopt by a four-fifths vote an interim urgency ordinance for the immediate preservation of the public health, safety, or welfare, and to prohibit a land use that is in conflict with a contemplated general plan, specific plan, or zoning proposal that the City Council, Planning Commission, or Community Development Department is considering or studying, or intends to study within a reasonable time; and WHEREAS, the Santa Fe Springs Municipal Code (“SFSMC”) does not separately define “blood bank” or “plasma center,” but includes licensed blood banks and plasma centers within the definition of “Clinic/Urgent Care” under SFSMC section 155.003; and WHEREAS, SFSMC section 155.175.2 requires blood and plasma donation centers to obtain approval of a Conditional Use Permit; and
WHEREAS, the City currently has one plasma donation center, Octapharma, located at 11528 Telegraph Road; and
WHEREAS, the calls for service records for the periods reviewed between July 2024 and July 2026 document more than 60 law enforcement and emergency medical responses associated with the one existing plasma donation center or its immediate vicinity; and WHEREAS, the documented calls for service involved, among other matters, disturbances, individuals refusing to leave, trespassing, threats and reported assaults, theft, suspicious persons, welfare-related incidents, and medical emergencies involving fainting, seizures, unconscious 2 persons, and difficulty breathing; and
WHEREAS, several of the documented incidents required responses by multiple public safety units or involved conduct extending into adjoining parking areas and neighboring businesses; and
WHEREAS, the volume and nature of the documented calls for service indicate that the operation of such a facility may create recurring demands on public safety resources and operational and land use impacts extending beyond the property on which the facility is located; and

WHEREAS, the establishment of additional facilities, or the expansion or relocation of existing facilities, while the City studies and develops permanent zoning regulations could allow the identified or similar impacts to arise at additional locations and could impair the effectiveness of regulations subsequently adopted by the City; and
WHEREAS, based on the foregoing, the City Council finds that there is a current and immediate threat to the public health, safety, and welfare and that the approval of additional use permits, building permits, or other applicable land-use entitlements for blood banks, plasma centers, and other specimen donation facilities before the completion of the City’s study would result in that threat; and
WHEREAS, the City published a notice of public hearing on Friday, July 31, 2026 in Los Cerritos Community News for the City Council to consider action on Interim Urgency Ordinance No. 1172 at the August 11, 2026, special City Council meeting; and WHEREAS, the City requires time to study the relevant issues and explore appropriate regulations concerning the approval, establishment, expansion, and relocation of blood banks, plasma centers, and other specimen donation facilities; and WHEREAS, the City Council finds that this matter is of citywide importance, and adoption of this Urgency Ordinance and a reasonable and necessary measure for the immediate preservation of public peace, health and safety.

CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: René Bobadilla, P.E., City Manager
BY: Arlene Salazar, Director of Police Community Services SUBJECT:
2027 TOURNAMENT OF ROSES® PARADE ENTERTAINMENT FLOAT AND MARIACHI

AGREEMENTS
DATE: Tuesday, August 11, 2026, 12:00 PM
RECOMMENDATION:

It is recommended that City Council:

1. Authorize the City Manager to execute a Memorandum of Understanding (MOU), in a form and content approved by the City Attorney, between the City of Santa Fe Springs and Mariachi Nuevo Tecalitlan (Mariachi) for participation in the 2027 Pasadena Tournament of Roses® Parade; and

2. Appropriate $50,000 to cover expenses associated with the Mariachi MOU; and

3. Approve a sole source procurement with the Pasadena Tournament of Roses Association (TOR) in the amount of $200,000 for designation of the City's float as an official Entertainment Float; and

4. Appropriate a not-to-exceed amount of $225,000 for the Entertainment Float presentation fee; and

5. Authorize the City Manager to execute any agreements with the TOR related to the Entertainment Float presentation, and any related agreements, amendments, or documents necessary to implement the City's participation, in form and content approved by the City Attorney; and

6. Take such additional, related, action that may be desirable.

FISCAL IMPACT
There is no impact to the General Fund associated with the Mariachi MOU, TOR Entertainment Float presentation agreement, or requested appropriations. However, staff is requesting an additional appropriation of $275,000 in Fiscal Year 2026–27 from the Art in Public Places Contracted Services Special Fund 2510-542050.

Approval of the recommended action will appropriate a total of $275,000, consisting of:
$50,000 for expenses associated with the Mariachi Nuevo Tecalitlan Memorandum of Understanding; and $225,000 for the sole source procurement with the Pasadena Tournament of Roses Association for the official Entertainment Float presentation.

BACKGROUND
On December 9, 2025, the City Council approved participation in the 2027 Pasadena Tournament of Roses® Parade, providing the City with an unprecedented opportunity to showcase Santa Fe Springs before an international television audience estimated in the tens of millions of viewers.

On June 16, 2026, the City Council approved the final design concept for the City's official 2027 Pasadena Tournament of Roses® Parade float, "Bienvenidos a Santa Fe Springs." The float celebrates the City's rich Mexican heritage, vibrant community, and cultural traditions while highlighting Santa Fe Springs before a worldwide audience on New Year's Day.

Following approval of the float design, staff has continued working with Phoenix Decorating Company, Incorporated, the City's official float designer and builder, and the TOR to further develop the City's parade presentation. As part of this effort, staff secured the participation of Mariachi Nuevo Tecalitlan, one of the world's most internationally recognized mariachi ensembles, to provide live musical performances during official Tournament activities.

Though negotiations are ongoing, the MOU would establish the responsibilities of the City and Mariachi for performances during Tournament judging on December 31, 2026, the 2027 Rose Parade on January 1, 2027, and the Float Fest on January 2, 2027. Under the proposed MOU, the City will provide airfare, lodging, meal stipends, local transportation stipends, rehearsal accommodations, and a performance stipend, while the Mariachi Group will provide live performances throughout the official Tournament events.

ANALYSIS
To fully capitalize on the City's cultural presentation, staff has been working with the TOR regarding designation of the City's float as an official Entertainment Float.

Entertainment Floats receive a dedicated presentation stop during the nationally televised parade, allowing live performers to continue performing while television broadcasters feature the float for an extended period. Rather than simply passing the television cameras at parade pace, the float would come to a complete stop for approximately two (2) minutes and forty-five (45) seconds, providing substantially greater national and international exposure for the City of Santa Fe Springs.

This enhanced presentation will showcase Mariachi Nuevo Tecalitlan performing live while highlighting the City's cultural history, heritage, and identity before millions of viewers worldwide. Final parade placement, timing, and presentation remain at the sole discretion of the TOR.

To support these enhancements, staff is requesting funding for:

Costs associated with the Mariachi MOU, including airfare, lodging, meal stipends, local transportation stipends, rehearsal accommodations, performance stipend for Tournament events; and The Entertainment Float presentation fee payable to the TOR.

In addition, staff recommends that the City Council approve a sole source procurement pursuant to Santa Fe Springs Municipal Code Section 34.18(C), which exempts purchases from competitive bidding when the required supplies or services are unique and available from only one source, or when it would be undesirable or impossible to solicit competitive bids.

The TOR is the exclusive entity authorized to own, manage, and administer the Rose Parade, including Entertainment Float designation, parade sequencing, float placement, timing, and broadcast presentation. Because these services are proprietary and cannot be obtained from any other organization, the proposed procurement qualifies as a sole source purchase under Section 34.18(C).

Approval of the requested appropriations and sole source procurement will allow the City to maximize its participation in one of the world's most recognized New Year's Day events while providing an exceptional opportunity to promote Santa Fe Springs and celebrate its rich cultural heritage before a global audience.

SUMMARY/NEXT STEPS
Approval of the recommended actions will authorize staff to finalize the City's enhanced participation in the 2027 Pasadena Tournament of Roses® Parade. Following City Council approval, the City Manager will execute the Mariachi MOU, and any necessary agreements with the TOR, in forms and content approved by the City Attorney, to secure the City's designation as an official Entertainment Float.

Staff will then coordinate with the TOR, Phoenix Decorating Company, Incorporated, and Mariachi to finalize performance logistics, participant registration, travel arrangements, rehearsals, float operations, and all other event requirements leading up to the Tournament judging and the Rose Parade on January 1, 2027.

Designation as an Entertainment Float will significantly enhance the City's participation by providing an extended nationally televised presentation, allowing Santa Fe Springs to showcase its history, cultural heritage, and community pride before millions of viewers worldwide while creating a memorable and distinctive parade experience through the live performance of Mariachi Nuevo Tecalitlan.
