FOR THE COUNCIL MEETING OF FEBRUARY 1, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Recreation and Parks
SUBJECT: PRESENTATION OF THE SANTA MARIA ARTS MASTER PLAN AND

PROGRESS TO DATE
RECOMMENDATION:

That the City Council receive a presentation from the Recreation and Parks Department on the Public Art Master Plan and progress with arts projects to date.

BACKGROUND:

The Santa Maria Public Art Master Plan was adopted in December of 2019, at that time City Council took action to adopt the plan as presented, however, chose not to enact the percentage fee to fund the components of the Art Master Plan, instead directed staff to look for non-profit and private partnerships to secure funding and to report back. This progress report is the first of such reports.

DISCUSSION:

The Public Art Master Plan has been used as a guide to determine what art projects meet the Plan's current goals and to help establish future public art project goals for consideration by the public art committee. Members of the public art committee and staff have been and remain active in the solicitation of private and public partner funding sources. As a result of these partnerships, many public art projects have been completed in the community.

Below is the list of the 2021 public art projects:
• Storm Drain Art Murals - $1,200; funded by the Storm Water Outreach Fund. • Utility Box Art Murals - $5,000; funded by private donations. • Atkinson Park Art Mural - $6,000; funded by a partnership between the Santa Barbara Art Fund and Recreation and Parks Department.
• Valley of Light Sculpture - $100,000; grant funded by a partnership between County Percent for Art Partners, Santa Barbara County Office of Arts and Culture, Santa Barbara County Arts Commission, and Allan Hancock College. Recreation and Parks provided assistance in landscape improvements to the project.

Future public arts projects being considered in the City include:
• Mural at Jim May Park*
• Mural at City Hall*
• Recycle promoting sculptures at HagermanlTBD*
• McClelland Street Murals

Impact to the Community:

Public art adds enormous value to the cultural, aesthetic, and economic vitality of a community. It is now a well -accepted principle of urban design that public art contributes to a community's identity, fosters community pride and a sense of belonging, and enhances t of life for its residents and visitors.
