FOR THE COUNCIL MEETING OF FEBRUARY 15, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON
WESTGATE ROAD
RECOMMENDATION
That the City Council adopt a Resolution to establish no stopping zones on Westgate Road.
BACKGROUND
Berchtold Equipment, located at 1410 West Betteravia Road, has noted several vehicles park closely to their driveways, across from their driveways, and for long periods of time.
These vehicles negatively impact Berchtold Equipment's operations by preventing large trucks and trailers from entering or exiting their site.
DISCUSSION
Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of- way". The Traffic Committee has reviewed the request for the no stopping zones and recommends the establishment of the no stopping zones to improve ingress and egress to the Berchtold Equipment site. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established is described as follows:
1. Westgate Road, along the westerly curb face, beginning at a point 40 feet south of the curb return of the southwestern corner of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
2. Westgate Road, along the westerly curb face, beginning at a point 75 feet south of the curb return of the southwestern corner of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
3. Westgate Road, along the westerly curb face, beginning at a point 210 feet south of the curb return of the southwestern corner of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
4. Westgate Road, along the westerly curb face, beginning at a point 250 feet south of the curb return of the southwestem comer of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
5. Westgate Road, along the westerly curb face, beginning at a point 300 feet south of the curb return of the southwestern comer of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
6. Westgate Road, along the westerly curb face, beginning at a point 345 feet south of the curb return of the southwestem comer of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 5 linear feet.
7. Westgate Road, along the easterly curb face, beginning at a point 250 feet south of the curb return of the southeastern corner of the Betteravia Road and Westgate Road intersection, and continuing south for a distance of 95 linear feet.
Impact to the Community
Five on -street parking spots will be removed to allow Berchtold Equipment adequate ingress and egress from this site's driveways. Westgate Road has adequate parking to allow this parking restriction.
Fiscal Considerations
Establishing the no stopping zones will require labor and materials to paint curbs red. The red curb will need to be maintained in the future as they fade or are vandalized. Staff estimates it will cost the City $500 to install the red curb along this stretch of roadway.
