FOR THE COUNCIL MEETING OF FEBRUARY 15, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: AWARD OF BID — BID NO. 2022/01, PEDESTRIAN SAFETY AND

ACCESSIBILITY IMPROVEMENT PROJECT
RECOMMENDATION:

That the City Council adopt a Resolution approving an agreement with JJ Fisher Construction, Inc., for Bid No. 2022/01, Pedestrian Safety and Accessibility Improvement Project.

BACKGROUND:

This project consists of improving the safety and accessibility of the existing pedestrian facilities network by focusing on areas where improvements are needed most and all work necessary to render the facilities complete and operational. Per the City of Santa Maria's Active Transportation Plan, many community members voiced that walking is their most used method of transportation. Furthermore, most survey respondents explained that they live within the low -to -moderate income areas, captured within the Census Block Group data as required for the Community Development Block Grant (CDBG) funded portion of this project. Gaps in continuous, safe, and accessible sidewalks are the primary reason walking is avoided by those who expressed concerns about walking as a means of transport.

In addition to CDBG funds, other funding sources are being utilized for improvements to concrete facilities in other areas of the City that qualify for use under the Alternative Transportation Enhancements program of Measure A. Such improvements include upgrades to sidewalks, curbs, ramps, driveways, and curb and gutter on streets that would receive an asphalt overlay with a future project.

This project includes, but is not necessarily limited to, all work zones shown on City of Santa Maria Drawings Figure 1 (Attachment C) and location listing in the Concrete Survey (Attachment D).

DISCUSSION:

A report of the bids received is attached summarizing the detailed proposal of each of the bidders (Attachment B).

The general contractor had no subcontractors listed for this project. Signed proposals and bid bond forms are available for viewing in the office of the Chief Deputy City Clerk.

Alternatives
The recommended action is to award the bid of $825,014.75. There were no additive alternative bid items included in this project.

The alternative to the recommended action would be to reject all bids. The low bid is approximately 29 percent under the Engineer's estimate. The low bid received is responsive to the City's Request for Bids, and the low bidder is well regarded having completed similar public works projects for the City in the past.

Fiscal Considerations
Sufficient funds for this project have been budgeted from the accounts titled "PUBLIC FAC/ADA AND PEDESTRIAN SAFETY" and "ALTERNATIVE TRANSPORTATION ENHANCEMENTS." The funding sources are from the U.S. Department of Housing and Urban Development CDBG and the Santa Barbara County Association of Governments (SBCAG) Measure A Program for Alternative Transportation Enhancements.

Available Budget Account Amount
PUBLIC FAC/ADA AND PEDESTRIAN SAFETY $ 283,766.00

ALTERNATIVE TRANSPORTATION
ENHANCEMENTS $ 1,000,000.00
Total $ 1,283,766.00
Estimated Expenditures Amount
Award $ 825,014.75
Contingency (15 percent) $ 123,752.21
Inspection, Testing, Staff Time $ 75,000.00
Total $ 1,023,766.96
Impact to the Community
About 48 percent of Active Transportation Plan survey respondents reported walking directly from home to another destination 4 or more days per week. School and shopping were the most reported destinations, followed by recreation. When the City of Santa Maria undertook the development of the Active Transportation Plan (ATP), the City Public Works team, in collaboration with a variety of community stakeholders (school districts, YMCA, Boys & Girls Club, nonprofit CAUSE, etc.) had a primary goal to engage the public and discuss alternative mobility needs within the City. Most of the individuals surveyed live within the neighborhoods of the low -to -moderate income households in Santa Maria. They expressed numerous concerns about the safety and deficiencies in the existing pedestrian network, issues relating to gaps in the existing sidewalk (55 percent), missing ADA curb ramps, uplifted and damaged sidewalk creating hazards (34 percent), among other comments related to the City's pedestrian user network. Among the 20 respondents who reported they use an 2 assistive mobility device, 5 use a wheelchair or mobility scooter, 4 use a walker or crutches, 1 use a service dog, 1 use a sighted guide, and 9 said they use some other assistive device.

Other individuals have messaged the Public Works team directly with needs for ADA curb ramp installations and concerns of uplifted sidewalks creating hazards for themselves or a disabled family member.

This project will mobilize the legwork produced by the newly furnished ATP and target low - to -moderate income areas to improve their pedestrian network experience. This project will make the streets safer and less stressful for students walking to school, individuals commuting by foot, as well as help with accessibility to those otherwise unable to use their sidewalk facilities due to deficiencies and hazards in the existing network.

Other Agency Review
No other agency review is necessary or anticipated.
