FOR THE COUNCIL MEETING OF APRIL 5, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Recreation and Parks
SUBJECT: CALTRANS CLEAN CALIFORNIA GRANT FUNDING AWARD
RECOMMENDATION:
That the City Council adopt a Resolution approving the receipt of grant funds from the California Department of Transportation (Caltrans), Clean California Local Grant Program for the Battles Road Green Corridor Rehabilitation and Beautification Project.
BACKGROUND:
The intent of the Caltrans Clean Air Grant is to beautify and improve streets and roads, parks, pathways, and transit centers restoring pride in public spaces.
DISCUSSION:
The City applied for funding from the Caltrans Clean Air program, which has agreed to award $2,509,133 to the City. Funds will be used for the Battles Road Green Corridor Rehabilitation and Beautification Project which is a 1.1 mile -long public pathway in a centrally located and highly visible thoroughfare in the City. This pathway provides residents a critical connection to daily life destinations, including job centers, groceries, and two elementary schools.
The existing project pathway regularly accumulates litter, is under -lit, deteriorating, and lacks beautification/recreation features. The project will provide additional lighting, a walking path, recreation features, feature local artwork, and will landscape the area with drought -tolerant landscaping. Specific components to be installed along the path include:
repaving the existing bike path and installing a new meandering pedestrian path the length of the corridor, permeable surfaced "bump -outs" for activity areas, outdoor fitness equipment, trash receptacles, seating, native plants, and drought -tolerant landscaping (with interpretive educational signage), bioswales, art murals and sculptures, solar - powered pedestrian lighting, and a vegetated privacy wall where the project directly abuts residences.
This project is required to be completed by June 30, 2024.
Fiscal Considerations:
This is a reimbursement grant program. The City requested and was awarded $2,509,133 with a total project cost being $2,867,580. Measure A funds will be requested to be used for the $358,448 matching fund requirement (12 percent).
Alternatives:
Not accept the grant funding and leave the path as -is.
Impact to the Community:
The project would beautify the area, reduce litter, provide essential safety components (such as lighting) while providing no -cost active recreation opportunities for residents. The existing site also possesses no place -making components to encourage use. The project will install art features, provide seating and shade structures to encourage prolonged use and become a social/cultural space. This will further increase the use of this location as a recreation space an active transportation route, and increase safety in the project area.
