FOR THE COUNCIL MEETING OF APRIL 19, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: AWARD OF BID — BID NO. 2022/02, 2022 FIRE HYDRANT UPGRADE

PROJECT
RECOMMENDATION:

That the City Council adopt a Resolution approving an agreement with Main Line Engineering Construction, Inc., Bid No. 2022/02, Fire Hydrant Upgrade Project.

BACKGROUND:

This project consists of abandoning or removing and replacing 11 called -out existing "wharf" fire hydrants, fittings, valves and appurtenances, and installing 10 new fire hydrants, fittings, valves and appurtenances in the southeast quadrant of the City, and all work necessary to render the facility complete and operational. This work is more specifically delineated by the Plans and Specifications described under Special Provisions in the bid book.

The existing wharf head hydrants were installed pre -1950s. The water flow demand from the existing 3 -inch wharf head hydrants is under -sized, creating a fire safety concern.

Additionally, these wharf hydrants do not meet City Standard as the majority of them do not have shut-off valves. Damage to an existing wharf hydrant would result in a substantial amount of water loss.

DISCUSSION:

A report of the bids received is attached summarizing the detailed proposal of each of the bidders.

25 WORKING DAYS
Signed proposals and bid bond forms are available for viewing in the office of the Chief Deputy City Clerk.

Alternatives
The recommended action is to award the bid of $208,800. There were no additive alternative bid items included in this project.

The alternative to the recommended action would be to reject all bids. The low bid is approximately 12 percent under the Engineer's estimate. The low bid received is responsive to the City's Request for Bids, and the low bidder is well regarded having successfully completed similar public works projects for the City in the past.

Fiscal Considerations
Sufficient funds for this project have been budgeted from the accounts titled "WHARF HYDRANT REPLACEMENT PROJECT" and "WHARF HYDRANT REPLACEMENT PROJ (CDBG)." The funding sources are from the Water Enterprise Fund sourced from water ratepayers as well as from the U.S. Department of Housing and Urban Development Community Development Block Grant.

Impact to the Community
The neighborhood surrounding Orange Street, Ranch Street, and Bradley Road has outdated wharf hydrants. This project will remove and replace these non-standard hydrants with new City Standard hydrants. These newer hydrants will provide improved fire safety to residents by having the correct water flow and correct hydrant size outlets for the Fire Department. Additionally, these new hydrants with new valves will create a positive economic impact as these new valves will speed up the shut-off process resulting in less water being lost when a hydrant is hit or damaged.

Other Agency Review
No other agency review is necessary or anticipated.
