FOR THE COUNCIL MEETING OF MAY 3, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON
CROSSROAD LANE BETWEEN MC COY LANE AND BRADLEY ROAD
RECOMMENDATION
That the City Council adopt a Resolution to establish no stopping zones on Crossroad Lane, between McCoy Lane and Bradley Road.
BACKGROUND
Several Santa Maria residents contacted City staff and stated that vehicles have begun parking on Crossroad Lane between McCoy Lane and Bradley Road. In past years, vehicles have not parked on this roadway segment, but there has been a new influx of vehicles parked on Crossroad Lane. Residents have requested no stopping zones be established to prevent vehicles from obstructing the line of sight at intersections with Crossroad Lane and to provide an improved turning movement area as some vehicles park too close to the intersections with Crossroad Lane.
DISCUSSION
Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of- way". The Traffic Committee has reviewed the request for the no -stopping zone and recommends the establishment of the no -stopping zone to improve the driver line of sight and improve the ability for vehicular movement at intersections. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no -stopping zones recommended to be established are described as follows:
1. Crossroad Lane, along the southerly curb face, beginning at the easterly right-of-way of McCoy Lane and continuing east for a length of 115 linear feet, ending at the westerly right-of-way of Del Sur.
2. Crossroad Lane, along the northerly curb face, beginning at the easterly right-of-way of Del Sur and continuing east for a length of 50 linear feet.
3. Crossroad Lane, along the southerly curb face, beginning at the westerly right-of-way of Bradley Road and continuing west for a length of 20 linear feet.
1 4. Crossroad Lane, along the northerly curb face, beginning at the westerly right-of-way of Bradley Road and continuing west for a length of 20 linear feet.
Impact to the Community
Some on -street parking will be removed for improved driver line of sight and vehicular maneuverability, including Santa Maria Regional Transit buses. The proposed restrictions will eliminate approximately nine on -street parking spots. Drivers intending to park on Crossroad Lane may need to use unrestricted nearby neighborhood residential streets.
Fiscal Considerations
Establishing the no stopping zones will require labor and materials to paint curbs red on Crossroad Lane. The red curb will need to be maintained in the future as the signs fade or are vandalized. Staff estimates it will cost the City $600 in labor and materials to install the red curb along this stretch of roadway.
