FOR THE COUNCIL MEETING OF MAY 17, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: AWARD OF ARCHITECT/ENGINEERING (A/E) SERVICES TO ROESLING NAKAMURA TERADA ARCHITECTS FOR PHASE I — PROGRAMMING
NEEDS ASSESSMENT STUDY TO EXPAND FIRE STATION NO. 1
RECOMMENDATION:

That the City Council adopt a Resolution approving an Agreement for Professional Services with Roesling Nakamura Terada Architects (RNT Architects) for Phase I — Programming Needs Assessment Study to expand Fire Station No. 1.

BACKGROUND:

The total response workload for the Fire Department has increased 12.5 percent over the past 10 years. Fire Station No. 1, serving in its current location since October 25, 2002, has been identified as the station with the highest response workload. It is located in a high -risk zone and is surrounded by public assembly facilities, including schools.

In April 2020, with support of a SAFER grant from FEMA, Fire Station No. 1 added a second engine company with three full-time firefighters to help the Department respond more efficiently to the increased call volume of District 1. District 1 comprises most of the downtown area, from Alvin Avenue to Stowell Road and from Highway 101 to Blosser Road. With six sleeping quarters and up to eight personnel sleeping in the facility, COVID restrictions required Fire personnel to sleep in alternative quarters. From April 2020 to July 2021, the seventh person at the station was sleeping in a rented API trailer in the parking lot.

To accommodate increased staffing, additional apparatus, Shift Battalion Chiefs, workout facilities, and future growth, Fire Station No. 1 requires expansion. Expansion of the current Fire Station No. 1 will facilitate the eventual construction of a new Administration building currently listed under the Growth Mitigation projects.

DISCUSSION:

To initiate the Fire Station No. 1 expansion project, the Public Works Department released a Request for Proposals (RFP) to solicit Architectural and Engineering (A&E) consultant services. Seven technical proposals were received, evaluated, and ranked by the City's Consultant Selection Committee. The four highest -ranked qualified consultants were interviewed and further evaluated by the Selection Committee who selected RNT

Architects as the most qualified firm to provide the required A&E services and to develop a comprehensive building program for this critical facility's expansion.

In addition to strong qualifications and references, the RNT Architects team's proposal included a thorough project understanding, a comprehensive scope, and a project development approach fully adaptable to the City's Fire Department needs.

Alternatives
The City Council may:

1. Make determinations to select one of the other top -ranked proposers and direct staff to return to a future meeting, following negotiations with the other consultants.

This will result in selecting a consultant ranked lower by the City's Consultant Selection Committee.

2. Direct staff to issue a new RFP for A&E services to design the facility's expansion.

Issuing a new RFP would result in additional staff time and costs without ensuring enhanced consultant response rates and results.

City staff recommends approving the Professional Services Agreement with RNT Architects.

Fiscal Considerations
RNT Architects has provided a proposal for the Phase I — Programming Needs Assessment Study with a cost estimate of $112,500. This phased approach to the Fire Station's expansion project will provide the City with the decision -making information to establish an architectural program tailored to the site and the Fire Department's operational needs while identifying comprehensive funding stream obligations.

Funds have been allocated and appropriated from account FIRE ADMINISTRATION REMODEL — MEASURE U — GENERAL FUND account E-011-009-090-52-01.

Additional funding is being requested by the Fire Department for the subsequent phases of this Project's development, including its construction.

Impact to the Community
The community will benefit from the enhanced response that the additional staffing and apparatus capacity the expansion will provide to Fire Station No. 1. Furthermore, the expansion will facilitate the eventual construction of a new Administration building providing added utility for the Fire Department's operations. 2 Other Agency Review
To define the approval process and expose any critical project issues, the Consultant will review and coordinate with the Community Development Department and other agencies having jurisdiction.
