FOR THE COUNCIL MEETING OF MAY 17, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: AWARD OF BID - KNUDSEN WAY SEWER MAIN REPLACEMENT, BID NO. 2022/04
RECOMMENDATION:

That the City Council adopt a Resolution approving an agreement with Tierra Contracting for Bid No. 2022/04, Knudsen Way Sewer Main Replacement project.

BACKGROUND:

This project will upgrade approximately 660 feet of the sewer main on Knudsen Way near Blosser Road. The project has been identified in the City's 2012 Utility Capacity Study as Project A-2 and has also been included in the City's Growth Mitigation Program Capital Improvement Program.

The project will replace an existing 15" sewer line with a 21" sewer line providing increased capacity for the currently surcharged line. As the sewer line serves part of the central portion of the City, increased capacity will allow for infill, redevelopment, and densification projects in the City's core and reduce the potential for sewer overflow or backups from the surcharged condition.

Construction of the Knudsen Way Sewer Main Replacement, Bid No. 2022/04, consists of sewer bypassing, furnishing and installing PS115 PVC gravity sewer line, trench backfilling and compacting, furnishing and installing sanitary sewer manholes, abandoning and/or removing existing gravity sewer lines, abandoning and/or removing existing sewer manholes, connecting to the existing sewer collection network, removing and replacing curb and gutter and concrete spandrel, and all other site work necessary to render the facility complete and operational.

DISCUSSION:

A report of the bids received summarizing the detailed proposal (Attachment A) of each of the bidders, and the agreement (Attachment B) are attached.

Alternatives
The recommended action is to award the bid of $481,700. There were no additive alternative bid items included in this project.

The alternative to the recommended action would be to reject all bids. The low bid received is responsive to the City's Request for Bids, and the low bidder is responsible and well - regarded having successfully completed similar public works projects in the past.

Fiscal Considerations
Sufficient funds for this project have been budgeted and are in the accounts KNUDSEN WAY UCS A-2 SEWER LINE REPLACEMENT, (E-027-011-044-52-07) and KNUDSEN SEWER PROJECT ARPA-10, (E-047-012=040-52-10). The funding sources are from Growth Mitigation Funds and the American Rescue Plan Act (ARPA) of 2021.

Available Budget Accounts Amount
KNUDSEN WAY UCS A-2 SEWER LINE REPLACEMENT $ 41,649
KNUDSEN SEWER PROJECT (ARPA-10) $ 572,306
Total $ 613,955
Estimated Proiect Expenditures Amount
Award $ 481,700
Contingency (15%) $ 72,255
Staff Time, Inspection, and Materials Testing $ 60,000
Total $ 613,955
Use of Growth Mitigation and ARPA Funds
The City's Utilities Department will contribute approximately $42,000 from growth mitigation fees collected for this project. The purpose of the City's growth mitigation fee program is to enhance the design, construction, and acquisition of facilities and equipment, maintain the City's level of service, and mitigate the impacts of growth. The Santa Maria City Council adopted the first Capital Improvement Plan and implemented Ordinances for the Growth Mitigation Fee Program on July 6, 1993, and the last update to this program was on October 20, 2020.
2 The City of Santa Maria will also utilize Fiscal Recovery Funds from ARPA for this project.

The American Rescue Plan Act of 2021 (ARPA; P.L. 117-2) was signed into law by President Biden on March 11, 2021, which is the latest in a series of Coronavirus Disease 2019 (COVID-19)-related relief and economic stimulus legislation. One of the stimulus' eligible uses is to invest in water and sewer, not only to improve community infrastructure but to stimulate the local economies with good jobs.

Impact to the Community
The Knudsen Way Sewer upgrade will provide the additional sewer system collection capacity to meet this City's buildout needs and sustain growth.

Given the project's confined and predominately upgrade character, there will be negligible short-term construction -related mobility and access impacts. The Public Works Department, in partnership with the Contractor, will alleviate any such impact by utilizing standard traffic control practices that can circulate in a safe and timely manner, for pedestrians, bicycles, and vehicles throughout the project work. Public and school transportation, emergency services, and access conflicts will be evaluated and managed based on specific construction schedules.

Other A. enc Revie
No other agency ;-vi-w necessary or anticipated.
