FOR THE COUNCIL MEETING OF JUNE 7, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: ESTABLISHMENT OF NO -STOPPING ZONES ON WEST CYPRESS STREET
RECOMMENDATION
That the City Council adopt a Resolution establishing no -stopping zones on West Cypress Street.
BACKGROUND
Mr. George Sullivan, a representative of AT&T, requested staff review the on -street parking layout located on Cypress Street because the recently established angled parking has created access issues for the AT&T building located at 308 West Cypress Street. Mr.
Sullivan noted that there are time -sensitive emergencies that may be impacted by the poorly parked vehicles obstructing access to the AT&T site.
DISCUSSION
Staff brought this request to Traffic Committee with Mr. Sullivan in attendance. Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for no -stopping zones and recommends establishing no -stopping zones to maintain unobstructed access to the AT&T site for their employees and large trucks that may need to respond to time -sensitive emergencies and work orders. The City Council has the authority to locate, establish, or eliminate no -stopping zones within the City.
The no -stopping zones recommended to be established are described as follows:
1. West Cypress Street, along the southerly curbface, beginning at a point 170 feet west of the westerly curbface of South Pine Street and continuing east for a length of 20 linear feet.
2. West Cypress Street, along the southerly curbface, beginning at a point 60 feet west of the westerly curbface of South Pine Street and continuing east for a length of 35 linear feet.
i
Impact to the Community
Approximately three parking spaces will be removed to prevent vehicles from potentially obstructing the large vehicles of AT&T employees' access to the site. Residents of the neighborhood will still have adequate parking on West Cypress Street, and the newly created parking on South Pine Street.
Fiscal Considerations
Establishing the no -stopping zones will require labor and materials to paint the curb red. The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $500 to install the red curb.
