FOR THE COUNCIL MEETING OF JUNE 21, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: AWARD OF BID — BID NO. 2022/03, 2022 ARTERIAL DIG OUT AND
OVERLAY PROJECT
RECOMMENDATION:
That the City Council adopt a Resolution approving an agreement with CalPortland Construction, Bid No. 2022/03, 2022 Arterial Dig Out and Overlay Project.
BACKGROUND:
This project consists of pavement repair on Alvin Avenue, Battles Road, College Drive, Depot Street, Skyway Drive, and Stowell Road and all work necessary to render the facility complete and operational. The pavement quality of these roads has been deteriorating over the years with Alvin, College, and Battles bearing the most damage. Sections of Alvin, College, and Battles will receive overlay treatments while dig out repairs will be performed on sections of Depot, Skyway, and Stowell. By rehabilitating these roads, the City's Pavement Condition Index (PCI) will improve, and residents will have safer, more structurally sound roads to drive on.
Project 2022/03 is part of the ongoing street maintenance program to improve and maintain the City's infrastructure. The proposed dig out repairs and overlays will extend the life of these roadways by an estimated 10-12 years. This project will consist of 320,010 square feet of total dig out repairs and 307,461 square feet of overlay treatment. Without timely maintenance treatment, these roadways will require more costly reconstruction.
A copy of the project plans is shown in Attachment C.
DISCUSSION:
A report of the bids received is attached summarizing the detailed proposal of each of the bidders (Attachment B).

Alternatives
The recommended action is to award the bid of $3,578,800. There were no additive alternative bid items included in this project.
The altemative to the recommended action would be to reject all bids. The low bid is approximately 10 percent under the Engineer's estimate. The low bid received is responsive to the City's Request for Bids, and the low bidder is well regarded having successfully completed similar public works projects for the City in the past.
Fiscal Considerations
Sufficient funds for this project have been budgeted from the accounts titled "ENHANCED ROADWAY MAINTENANCE - GF", "ENHANCED ASPHALT MAINTENANCE - SB1", "ENHANCED ROADWAY MAINTENANCE - GAS TAX", "ENHANCED ROADWAY MAINTENANCE - MEASURE A", and "ENHANCED ROADWAY MAINTENANCE - LSTP".
The funding sources are from the City's General Fund, State of California's Senate Bill 1, the legacy Gas Tax, the Road Repair and Accountability Act of 2017, and the Local Surface Transportation Program.

Impact to the Community
The 2022 Arterial Dig Out and Overlay Project will benefit the community by restoring City streets and minimizing deterioration of the City's pavement network. The continued application of pavement maintenance treatments helps to reduce the life -cycle cost of the City street system for best utilization of funds. When the project is complete the driving public will have much -improved road surfaces and pedestrian facilities in these areas.
Motorists, cyclists, and the walking public may experience inconveniences during project construction due to temporary closures of streets, traffic lanes, sidewalks, the presence of construction equipment, and traffic control efforts. The project includes public notification, such as newspaper advertisement, door hangers in residential neighborhoods, and temporary "No Parking" signs.
Other Agency Review
No other agency review is necessary or anticipated.
