FOR THE COUNCIL MEETING OF AUGUST 16, 2022

COUNCILAGENDAREPORT
TO: City Council
FROM: City Manager
Prepared by: Fire Chief
SUBJECT: DONATION OF SURPLUS FIRE ENGINE
RECOMMENDATION:

That the City Council adopt a Resolution declaring a 2001 Hi -Tech Fire Engine, Unit 224-01 (License No. 1090970), as surplus property and approving its donation to the Pismo Beach -Five Cities Rotary Charitable Foundation.

BACKGROUND:

In 2017, Unit 224-01 was replaced with a new engine and placed out of service. It is cost prohibitive to maintain this unit as a reserve engine.

DISCUSSION:

The Pismo Beach -Five Cities Rotary Charitable Foundation (PBFC) was contacted by Dr. Sherrie -Ann Straughn, a dermatologist from Atlanta who provides medical missionary work in Guatemala through International Medical Relief, about the possibility of finding a used fire engine for the La Antigua Volunteer Fire Department in Guatemala. The La Antigua Fire Department responds to 12 to 20 emergencies daily, including fires and medical calls. There are no fire hydrants in Guatemala, and they must transport water to combat fires. The department is currently utilizing the equivalent of a Ford F150 truck to respond to fires and provide medical care. The donation of a surplus fire engine will greatly improve the department's ability to respond to and suppress fires, and allow them to carry much -needed medical equipment, thereby improving the health and safety of their community's residents.

Fiscal Considerations
The surplus value of the engine is approximately $3,500. Donating the engine to the PBFC eliminates the City's liability for ongoing maintenance and operating costs.

Impact to the Community
The donation of this unit will not result in any decrease in City service levels. This donated vehicle will provide a deserving community with improved health and safety services and serve as an act of goodwill by the City.
