FOR THE COUNCIL MEETING OF SEPTEMBER 20, 2022
COUNCILAGENDAREPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Public Works/City Engineer
SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON KAMEO STREET
RECOMMENDATION
That the City Council adopta Resolution establishing no stopping zones on Kameo Street.
BACKGROUND
Multiple business representatives requested a no stopping zone be established on Kameo Street. The request is in response to an increase in vandalism and littering associated with oversized vehicles parking long-term. Additionally, the request seeks to protect the nearby residential neighborhood and businesses from noise, pollution, and disturbances.
Kameo Street is negatively impacted by vehicles that are parked for long periods of time and do not serve the businesses that take access from Kameo Street. It was noted that the businesses located on Kameo Street have sufficient on -site parking for their operations and many of the oversized vehicles parked along Kameo Street are from out of town. These vehicles restrict the ability for the businesses to use the street for their business needs like employee parking, delivery parking, and guest parking. Recreational vehicles and similar vehicles are stored on the street as well, creating a blight issueforthese businesses. Illegal dumping of liquid and solid waste has also been observed around said vehides.
On May 12, 2022, City staff hosted a meeting to speak with the requesting business representatives to discuss their complaints as related to Kameo Street, White Court, Furukawa Way, and Hanson Way. City Staff from Code Enforcement, Police Department, Park Rangers, and Public Works were present. These businesses were polled at this meeting by City staff and the requested action was to establish no stopping zones along Kameo Street between Furukawa Way and Stowell Road. The no stopping zones would be in effect from 12:00 AM to 4:00 AM.
DISCUSSION
Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval ordenial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of- way." The Traffic Committee has reviewed the request for the no stopping zones and recommends the establishment of the no stopping zones on Kameo Street. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established are described as follows:
1. Kameo Street, from 12:00 AM to 4:00 AM, along the westerly right-of- way of Kameo Street, beginning at the northerly right of way of Furukawa Way and ending 475 feet south at the northerly right of way of Stowell Road.
2. Kameo Street, from 12:00 AM to 4:00 AM, along the easterly right-of- way of Kameo Street, beginning at the southerly right-of-way of Furukawa Way and en ding 375 feet south at the northerly right-of-way of Stowell Road.
Impact to the Community
There are no anticipated impacts to the nearby commercial/industrial businesses as they have adequate onsite parking. Vehides parked on Kameo Street will not be able to be parked overnight, which will prevent long term storage or loitering.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to erect poles and mount signs. The posts and signs will need long term maintenance as the signs fade, vehicular collisions, orvandalism occurs. Staff esimates it will costthe City $1,200 to install the signs.
