'=OR THE COUNCIL MEETING OF SEPTEMBER 20, 2022
COUNCILAGENDAREPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works/City Engineer SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON LA BREA AVENUE
RECOMMENDATION
That the City Council adopta Resolution establishing no stopping zones on La Brea Avenue.
BACKGROUND
Santa Maria resident Mr. Sean Casey requested staff review the intersections of the Heritage Square (Sycamore Court and Cabrini Lane) and Villa del Sol Driveways with La Brea Avenue for safety improvements because driver line of sight is obstructed by vehicles parked too closely to the driveways. Mr. Casey noted high rates of speed and several near misses that have occurred to him and others turning onto La Brea Avenue from the Heritage Square and Villa del Sol driveways.
DISCUSSION
Staff broughtthis request to Traffic Committee. Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for safety improvements and recommends establishing the no stopping zones to maintain a clear line of sight for drivers turning onto La Brea Avenue from the Heritage Square and Villa del Sol Driveways. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established is described as follows:
1. La Brea Avenue, along the southerly curb face, beginning at the westerly curb return of the Syracuse Lane Driveway continuing west fora length of 40 linear feet.
2. La Brea Avenue, along the southerly curb face, beginning at the easterly curb return of the Syracuse Lane Driveway continuing east for a length of 40 linear feet.
3. La Brea Avenue, along the southerly curb face, beginning at the westerly curb return of the Cabrini Lane Driveway continuing west for a length of 40 linear feet.
1 4. La Brea Avenue, along the southerly curb face, beginning at the easterly curb return of the Cabrini Lane Driveway continuing east for a length of 40 linear feet.
5. La Brea Avenue, along the southerly curb face, beginning at the westerly curb return of the Villa del Sol driveway continuing west fora length of 40linear feet.
6. La Brea Avenue, along the southerly curb face, beginning at the easterly curb return of the Villa del Sol driveway continuing east for a length of 40 linear feet.
Impact to the Community
Approximately 12 additional parking spaces (2 per segment of red curb) will be removed to prevent veh ides from obstructing a driver's line of sight when turning onto La Brea Avenue.
Residents of the neighborhood and employees of the adjacent businesses will still have adequate parking on La Brea Avenue.
Fiscal Considerations
Establishing the no stopping zoneswill require laborand materialsto paintthecurb red. The painted curb will need to be maintained in thefuture as the paint fades. Staff estimates it will cost the City $1,050 to install the red curb.
