SUBJECT: PROPOSED STREET NAME CHANGE FROM HICKOK DRIVE TO DAN
BLOUGH DRIVE
RECOMMENDATION:
That the City Council adopt a Resolution implementing a street name change in the Betteravia Plaza Subdivision, Tract 6008, from Hickok Drive to Dan Blough Drive.
BACKGROUND:
The request is for a street name change to honor the late Santa Maria resident, Daniel "Dan" Dean Blough, who wore many titles such as Contractor, Santa Barbara County Planning Commissioner, and land developer. Dan Blough died at the age of 68, on February 19, 2022.
The Betteravia Plaza subdivision and development was the last project Dan Blough had approved through the City of Santa Maria's Planning Commission and City Council and it is currently under construction. City staff was contacted by the landowner, Steve Zimmerman, requesting the honorary street name change, and each of the Police, Fire, and Community Development Departments consented to the request. The name change would not affect any existing addresses but would be implemented in future property addressing.
The request to change the street name was also presented to the Traffic Committee for consideration on June 22, 2022. Following City staffs presentation of the request, the Traffic Committee recommended the street name change be presented to City Council for consideration.
DISCUSSION:
To facilitate the request for a street name change, the procedure for modifying recorded final maps is contained in Section 11-10.02 (a)(6) of the Municipal Code. This section states that:
"After a final or parcel map is filed in the Office of the County Recorder, the map may be amended by a certificate of correction or an amending map for one or more of the following reasons:
(6) To correct any other type of map error or omission as approved by the City Engineer, which does not affect any property right. Errors and omissions may include but are not limited to, lot numbers, acreage, street names, and identification of adjacent record maps. Error does not include changes in courses or distances from which an error is not ascertainable from the data shown on the final or parcel map. "
City staff seeks the consideration of the City Council to authorize the City Engineer to record the attached Certificate of Correction (Attachment "B") with the Santa Barbara County Clerk - Recorder's Office to facilitate the street name change request.
Alternatives
The alternative to the recommendation would be for the City Council to direct staff to maintain the currently recorded street name and include Dan Blough Drive on the list of approved names for future streets to be used later on a future roadway.
Fiscal Considerations
The landowner, Steve Zimmerman, has paid for staff time to confirm emergency services would consent to the street name change, to take the item to Traffic Committee for consideration and recommendation to approve and to prepare this City Council item, as well as the Certificate of Correction for recording. As part of the construction process of Betteravia Plaza, street name signs will be prepared by the landowner and accepted by the City at the time the public improvements have been completed. No cost for this name change is borne by the City or the public.
Impact to the Community
The subdivision, Betteravia Plaza, Tract 6008, is in the preliminary state of construction. The Certificate of Correction is anticipated to record months in advance of resident occupancy or building addressing. No impact is anticipated.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MARIA, CALIFORNIA, IMPLEMENTING A STREET NAME CHANGE IN THE BETTERAVIA PLAZA SUBDIVISION, TRACT 6008, FROM
HICKOK DRIVE TO DAN BLOUGH DRIVE
WHEREAS, Palmetto Group LLC, the landowner and developer for Betteravia Plaza, Tract 6008, has approved the request for a street name change; and WHEREAS, the Fire, Police, Public Works, and Community Development Departments have consented to the proposed street name change; and WHEREAS, the Traffic Committee has recommended that the proposed street name change be presented to the City Council.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria as follows:
The street name, Hickok Drive, will now be known as Dan Blough Drive in the Betteravia Plaza Subdivision, Tract 6008.
BE IT FURTHER RESOLVED by the City Council of the City of Santa Maria, California, as follows:
1. The City Council approves the Certificate of Correction (Attachment B of the Council Agenda Report), and the City Manager, or designee, is hereby authorized and instructed to coordinate the recordation of a street name change for the Final Map of Tract 6008, recorded in Book 208, Pages 90 through 98, Official Records of Santa Barbara County.
2. Street name signage shall be in accordance with standard City specifications, and the provisions of this resolution are to be carried out by erecting said signage as required.
3. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
