FOR THE COUNCIL MEETING OF SEPTEMBER 20, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Director of Public Works
SUBJECT: PHASE II — PUBLIC SAFETY TRAINING FACILITY PROGRAMMING

NEEDS ASSESSMENT STUDY
RECOMMENDATION:

That the City Council adopt a Resolution approving an Agreement for Professional Services with Roesling Nakamura Terada Architects (RNT Architects) for Phase II — Public Safety Training Facility Programming Needs Assessment Study.

BACKGROUND:

To support the continued development and training, the City desires to develop a Public Safety Training Center to enable those in the field of public safety to gain new and improved skills to help continue to serve and protect the residents and visitors of Santa Maria. The concept is to identify a site and develop conceptual plans where multiple disciplines of public safety can train together and simulate real -life emergencies.

The scope of this phase is to identify a site to develop and construct a training center building which ideally will include classrooms, administration offices, a break room, a weight room, locker rooms, and a multi -purpose room. The training site is also envisioned to include space for a tactical village that may include construction of the following elements: Class B Multi -Story Burn Building/Training Tower, Vehicle Maneuvering Range, Vehicle Instructional Facility, Drone Flying Area, and Urban Search and Rescue response training areas for earthquakes, trenching and shoring, floods, confined space, structural collapses, and other complex extrication situations.

DISCUSSION:

In September 2021, the Public Works Department released a Request for Proposals (RFP) to solicit Architectural and Engineering (A&E) consultant services for the expansion of Fire Station No. 1 and the conceptual design for a future Public Safety Training Center.

Seven technical proposals were received, evaluated, and ranked by the City's Consultant Selection Committee. The four highest -ranked qualified consultants were interviewed and further evaluated by the Selection Committee who selected RNT Architects as the most quaffed firm to provide the required A&E services.

In May 2022, the City Council approved the award of architect/engineering (NE) services to Roesling Nakamura Terada Architects (RNT Architects) for Phase I — Programming Needs Assessment Study to Expand Fire Station No. 1.

RNT Architects has now begun work on Phase I and the City of Santa Maria project team would like to move forward with Phase II.

Alternatives
The City Council may:

1. Make determinations to select one of the other top -ranked proposers and direct staff to return to a future meeting, following negotiations with the other consultants.

This will result in selecting a consultant ranked lower by the City's Consultant Selection Committee.

2. Direct staff to issue a new RFP for A&E services to design the facility's expansion.

Issuing a new RFP would result in additional staff time and costs without ensuring enhanced consultant response rates and results.

City staff recommends approving the Professional Services Agreement with RNT Architects.

Fiscal Considerations
RNT Architects has provided a proposal for the Phase II — Public Safety Training Facility Programming Needs Assessment Study with a cost estimate of $78,488. This phased approach to the Fire Station's expansion project will provide the City with the decision - making information to establish an architectural program tailored to the site and the Fire Department's operational needs while identifying comprehensive funding stream obligations.

Funds have been allocated and appropriated from account FIRE ADMINISTRATION REMODEL — MEASURE U — GENERAL FUND account E-011-009-090-52-01.

Additional funding is being requested by the Fire Department for the subsequent phases of this Project's development, including its construction.

Impact to the Community
The community will benefit from the enhanced training that public safety staff will receive at a single training center with facilities that can be shared by, fire, law enforcement, rescue training, and emergency medical services and will save the taxpayers millions of dollars through a more efficient operating climate where multiple departments and neighboring agencies can train to meet their interrelated missions. /1/
2 Other Agency Review
To define the approval process and expose any critical project issues, the Consultant will review and coordinate with the Community Development Department and other agencies having jurisdiction.

PROGRAM NEEDS ASSESSMENT STUDY
We would like to thank you for the opportunity to provide this proposal for Program Needs Assessment to support the City of Santa Maria with this project.

Project Scope:

Public Safety Training Facility
The RNT design team understands that the City of Santa Maria is requesting a program needs assessment in conjunction with a series of conceptual site designs for various site locations. We also understand the need for consensus building efforts and priority planning among the various regional partners that will be utilizing this facility. Our team has over 26 years of experience helping communities plan and design public safety training facilities and has honed a refined and detailed planning process to answer the following questions:
• Who will use the training facility?
• What training will be provided at the facility?
• What will it cost to build the facility?
• What will it cost to annually operate the facility?
• What are the preliminary site plans and equipment requirements? • What is the cost -benefit of the training facility?
• What funding optiors are available?

Page 1 ends

Scope of Services:

The scope of services tasks are suggested based on our understanding of the project scope and our previous experience working on public safety training facilities, we offer the following method to accomplish the work.

Phase I: Programing Needs Assessment Study Training Facility Task 1 A: Training Needs Assessment:

Meeting tools using interviews, spreadsheets, graphs, and charts constitute the baseline data collection methods for acquiring information for the assessment. Compiling and interpreting this data into a commensurate short and long-term training needs assessment is the goal of this task. At the conclusion of this task the City of Santa Maria will know exactly what the needs are in a training facility for today and into the future based on input received by the design team. The assessment will provide an understanding of the current training requirements, current training hours, long-term training demand and equipment/props required at the facility. Our team members will conduct an analysis of the City of Santa Maria and its affiliated stakeholders internal training needs, both current and forecasted.

Specifically, the analysis will consist of the following:
• Determine optimum class sizes
• Determine instructor demand throughput and review current training staff levels
• Establish prioritization of classes
• Compile a complete inventory of the current and future training demands
• Develop training compliance categories (priorities)
• Determine individual equipment/prop(s) needs by class • Provide operational efficiency analysis of the facility (What are the optimum and most cost-effective hours of operation?)
• Justification of facility requirements, such as classrooms, administration areas, props, etc.
• Review local, state, and national training guidelines such as NFPA, OSHA, ISO, Standards, Laws, and Certification Requirements • Establish compliance status and requirements for each guideline above.

Task 1 B: Outside Users Survey and Focus Group Meeting
Outside Users Survey - A web -based user's survey will be conducted to determine the interest of these potential users and the potential revenue that could result from the delivery of training. Conduct one Focus Group Meeting of potential other outside users of the training facility. A focus group meeting will be held for key potential outside users. Attendees may be drawn from survey respondents who expressed strong interest in attending classes at the training facility. Prior to each focus group participants may be asked to complete a short questionnaire. The questionnaire may be follow-up questions to the web -based survey previously completed. The purpose of the analysis is to:
• Confirm interest in attending classes
• Provide a greater level of detail concerning class types, training prop needs, number of students
• Willingness to pay for classes.

Task 1 C: Needs Assessment Generator Tool
Our team will use the "Needs Assessment Generator Tool" to facilitate the capture of all needs assessment results. This software tool was developed by IBG to analyze needs assessment results effectively and efficiently. Our team will initialize the tool for each class and agency; enter the data gathered from standard course information, interviews, and surveys; and use the tool to provide customized reporting based on client needs.

Task 2A: Organizational Structure Plan
The Organizational Structure Plan is the set of policies, roles, responsibilities, and processes that are established to guide, direct and control how the facility will legally operate to successfully meet its stated goals. The Organizational Structure Plan determines the managerial, communication and legal chain of command for the facility. The plan may result in several formats such as a Joint Powers Authority (JPA), Memorandum of Understanding (MOU), or Intergovernmental Agreement. The Organizational Structure Plan will also include cost share formulas and financial obligations between participants.

City of Santa Maria Page 1 3 of 7

Task 2B: Facility Governance Plan
The Facility Governance Plan will assist, guide, and form a procedural baseline for the training facility. Daily procedures and training methods will be addressed. These issues will include day-to-day facility management, scheduling, security, and procedures for delivering training courses that address national and state standards and unique and local requirements.

The Operations Plan will contain the following components:
• Organization Chart, including staff job descriptions, with duties and responsibilities
• Technical Advisory Committee, provide nonbinding technical advice and guidance
• Training Schedule Coordination and Priority
• Additional equipment requirements and purchase plan
• Facility maintenance decisions and future facility enhancements • Staff position justifications
Task 3: Financial and Resource Assessment
A Financial and Resource Assessment will be developed based on information gathered from the Needs Assessment and Operations Plan.

Local utility and maintenance costs (supplied by the project team) and historical cost data gathered from past projects will be used to develop a baseline cost estimate for facility operations and maintenance. This task will also provide financial feasibility for the project's potential revenue generation from outside users. Financial pro forma statements will include:
• Typical Training Class Delivery Costs
• Revenue vs. Expense Analysis
• Annual Operating Expenses
• Specialized Equipment Operation and Maintenance Costs • Facilities O&M (utilities, building maintenance, supplies) • Annual costs of training consumables and specialized training equipment
• Capital equipment set aside budget
• Revenue vs. Expense (ROI) analysis
• Establish guidelines for an Internal Service Fund or Training Facility Enterprise Fund. For revenue collection

Task 4: Site Requirements and Layout
A 2D Conceptual Site Plan with 3D isometrics will be created and will include all campus components required to accommodate the user population size and training tasks identified by the Needs Assessment and Facility Assessment. The following are several considerations for the facility site:
• Conceptual Site Plan
o Up to two (2) Sites will be studied, if additional sites are to be studied, they can be provided as an additional service
• Facilities as identified in the Facilities Assessment (identified by our team), including both existing and proposed
• Topography / Zoning / Utilities - based on information provided by Owner as well as review of local zoning ordinance.
• Security
• Image and visual impact
• Parking
The layout will serve as a guideline for City of Santa Maria's public safety training program to use as a basis for the site layout and future growth opportunities.

Task 5: Go Forward Plan:

The team will develop a Go Forward Plan that will provide recommendations for the project, such as the staff needs, the revenue opportunities, future facilities needs and operational structure. The City of Santa Maria will have a guideline that can be followed into the future.
