That the City Council adopt a Resolution authorizing two Energy Effidency Project Work Orders for Facility Ventilation Upgrade Improvements and Sports Field Lighting, not to exceed $11,007,852, under Pacific Gas and Electric Company's (PG&E) Sustainable Solutions Tumkey Program.
BACKGROUND:
On November 20, 2018, the City Council approved an agreementto participate in Pacific Gas and Electric Companys (PG&E) Sustainable Solutions Tu mkey Programforthe Energy Efficiency Project and adopted a Resolution authorizing the City Manager to enter into a Master Services Agreement with PG&E for the Energy Efficiency Project pursuant to Govem ment Code 4217.12.
In compliance with the Investment Grade Audit Report, prepared for the City as part of the Energy Efficiency Project, a Work Order was approved in the amount of $528,000. The November 20, 2018, Council Agenda Report is attached for reference (Attachment A).
DISCUSSION:
Following the recommendations outlined in the Investment Grade Audit Report, City staff in coordination with PG&E have proposed two additional Work Order Projects: Facility Ventilation Upgrade Improvements and Sports Field Lighting.
Facility Ventilation Upgrade Improvements
The scope of work for the Facility Ventilation Upgrade Improvements, in the amount of $7,035,823, includes focusing on the following four (4) key facility improvements:
• HVAC-Unit Refurbishment, including bipolar ionization (affected units only) • HVAC- Un it Replacements, including bipolar ionization (affected units only) • HVAC-DDC (replace existing Automated Logic, add new for affected units only) • Roof replacements (HVAC-affected areas only)
This Work Order will not only improve the overall HVAC energy efficiency and upgrade existing City facilities but will remove the use of older equipment and refrigerants that specifically use R-22, which are being phased out and replaced with more environmentally friendly refrigerants options, such as R -410A.
Other benefits of this Work Order include decreased future maintenance by replacing older units that will minimize future mechanical breakdowns and alleviate the burden on future budgets. In addition, the City will benefit by realizing decreased energy cost by the replacement of the older energy management and control systems (EMCS) with the newer control systems being specified for installation.
Sports Field Lighting
The scope of work for the Sports Field Lighting Work Order, in the amount of $3,972,029, includes the installation of new outdoor sports field lighting and control systems at the Adam Basin Sports Fields and Crossroads Basin Sports Fields, which are heavily used sports fields. These improvements are proposed to provide a significant enhancement to social and sports organizations within the community.
Alternatives
The altemative to the recommended action would be for the City Council to direct staff to revise the Work Order projects with altemative projects.
Fiscal Considerations
The cost to proceed with the Work Order projects shall be supported by ARPA funding.
Impact to the Community
The community will benefit from the enhancement of HVAC energy efficiency and sports lighting projects making it desirable to participate in community functions in Santa Maria.
