COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FINAL

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION
REPORT (CAPER) FOR THE 2021-2022 FISCAL YEAR
RECOMMENDATION:

That the City Council receive and file information concerning the Final Consolidated Annual Performance and Evaluation Report (CAPER) for the 2021-2022 Fiscal Year.

BACKGROUND:

The Consolidated Annual Performance and Evaluation Report (CAPER) is required of local governments that receive Federal funds under certain housing and community development programs, such as the Community Development Block Grant (CDBG) administered by the U.S. Department of Housing and Urban Development (HUD).

Fundamentally, the CAPER allows HUD, local officials, and the public to assess the grantee's overall performance, including whether activities during the preceding year made an impact on the goals and needs identified in the Five -Year Consolidated Plan and the Annual Action Plan.

DISCUSSION:

The purpose of the CAPER is to report the achievement of the 2021-2022 Fiscal Year (July 1, 2021 — June 30, 2022) goals established in the Annual Action Plan portion of the Five -Year Consolidated Plan (2020-2025). A 15 -day public review period was offered from Friday, September 2nd to Sunday, September 18th, 2022. A recap of the CDBG accomplishments is listed below.

During the reporting period, 13 non-profit activities were served with public services funding, while two non -profits and three City department projects were served with capital funding. In addition, capital funds were also used for the administration of the City's Tenant Based Rental Assistance (TBRA) program to provide security deposit assistance.

The non-profit sub -recipients served under public services fell under "Priority #1 - Prevent homelessness and address critical emergency, at -risk youth, and special population needs."
In addition to the public services activities, one capital project fell under this priority. The Good Samaritan Shelter's Kitchen and Dining Room Rehabilitation Project was funded and completed during the reporting period.

Under "Priority #3 - Provide affordable housing," one agency received capital funding during Fiscal Year (FY) 2021-2022 to provide minor home repairs to Santa Maria residents so that they can continue living comfortably and safely in their homes and prevent them from being displaced. This agency is Community Action Partnership of San Luis Obispo County (CAPSLO). In addition, FY 2021-2022 capital funding was used to assist with the administrative costs to offer the City's Tenant Based Rental Assistance (TBRA) program. The actual program itself is funded with HOME funds obtained by the County of Santa Barbara. The TBRA program provides up to $2,500 towards a person's rental deposit within the City limits. The person must fall under 60 percent or below the area median income (AMI). During the reporting period, the FY 2020-2021 funded CommUnify's Safe at Home program was carried over and completed. The program provides minor home repairs for special needs populations, including the elderly and physically disabled, by offering installation services that will help improve their living conditions.

The largest amount of capital funding was allocated to three City of Santa Maria projects that are meant to revitalize existing neighborhoods, which is Priority #4 of the City's adopted CDBG priorities. They include the Preisker Park Improvement Project, the ADA/Pedestrian Safety Project, and the Wharf Hydrant Replacement Project. Those projects have been carried over into the current fiscal year and continued work is needed before closing out the project.

In addition, during the reporting period, the FY 2020-2021 funding for the City of Santa Maria's Chapel Plaza rehabilitation project was carried over. This project includes the rehabilitation of the nearly 40,000 -square -foot under-utilized parking lot located along the 200 block of West Chapel Street. When completed in late 2022, the area will have an ADA accessible parking lot and recreational/event venue. It will also have upgraded lighting, a boom gate for controlled access, low -maintenance landscaping and turf, a small stage for entertainment, and outdoor concrete games for recreational purposes.

Street lighting and sidewalk improvements will also be installed for better safety and accessibility. All work mentioned above is taking place in low- to moderate -income areas.

Lastly, during FY 2021-2022, the City of Santa Maria closed out two projects funded with CDBG-CV funding which was provided to the City to help prevent, prepare, and respond to Coronavirus. Those two projects include public facilities improvements and an emergency rent assistance program. CDBG-CV funding left over was reallocated by the City Council in December 2021 to two new projects: 1) the City's Wi-Fi project which will provide broadband accessibility, primarily to low-income neighborhoods; and 2) the Boys and Girls Club's outdoor basketball court project. Both projects are anticipated to be completed during this fiscal year.

Due to the size of the report, it is not being provided as an attachment; however, a copy of the 2021-2022 Fiscal Year CAPER is available on the City's website at www.citvofsantamaria.orq/CAPER or a copy can be e -mailed.
