FOR THE COUNCIL MEETING OF SEPTEMBER 20, 2022

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Community Development
SUBJECT: FISCAL YEAR 2023-24 PROPOSED CDBG FUNDING PRIORITIES RECOMMENDATION:

That the City Council:
'1. Conduct a public hearing to receive comments on the priorities for Fiscal Year 2023-2024 funding; and

2. Adopt a Resolution approving the Community Development Block Grant (CDBG) priorities for the 2023-2024 Fiscal Year Funding Process.

BACKGROUND:

On an annual basis, the Block Grants Advisory Committee (BGAC) reviews the priorities outlined in the City's Five -Year Consolidated Plan and decides whether it needs to be modified based on the needs of the community. The priorities are one of the tools used by the BGAC and the City Council in determining what activities and projects should receive funding to maximize the impact the City's CDBG funds will have on City residents.

DISCUSSION:

As part of the CDBG funding process, staff conducted a virtual Community Needs Workshop via Zoom on Monday, August 8, 2022. The meeting is designed to obtain information from residents and non-profit agencies concerning the unmet needs in the community. Participants spoke about the increased need to continue funding programs and projects that assist the homeless, youth, and those suffering from abuse, mental health, and/or trauma. The needs expressed are reflected in the existing CDBG funding priorities; therefore, the BGAC recommends no changes be made to the priorities outlined in the City's Five -Year Consolidated Plan.

Alternatives:

The City Council can make changes to the priorities with the understanding that it differs from the BGAC's recommendation and that the changes may not accurately reflect the overall expressed needs of the community.

Fiscal Considerations:

No fiscal impacts.

Impact to the Community:

The proposed action will have a positive impact on the community by providing the BGAC and potential sub -recipients with a decisive outline of the priorities for the upcoming funding cycle.
