FOR THE COUNCIL MEETING OF SEPTEMBER 20, 2022
COUNCIL AGENDA REPORT
TO:
City Council
FROM: City Manager
Prepared by: Director of Public Works/City Engineer
SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON
FURUKAWA WAY
RECOMMENDATION
That the City Council adopt a Resolution establishing no stopping zones on Furukawa Way.
BACKGROUND
Multiple business representatives requested no stopping zones be established on Furukawa Way. The request is in response to an increase in vandalism and littering associated with oversized vehicles parking long-term. Additionally, the request seeks to protect the nearby residential neighborhood and businesses from noise, pollution, and disturbances.
Furukawa Way is negatively impacted by vehicles that are parked for long periods of time and do not serve the businesses that take access from Furukawa Way. It was noted that the businesses located on Furukawa Way have sufficient on -site parking for their operations and many of the oversized vehicles parked along Furukawa Way are from out of town.
These vehicles restrict the ability for the businesses to use the street for their business needs like employee parking, delivery parking, and guest parking. Recreational vehicles and similar vehicles are stored on the street as well, creating a blight issue for these businesses.
Illegal dumping of liquid and solid waste has also been observed around said vehicles.
On May 12, 2022, City staff hosted a meeting to speak with the requesting business representatives to discuss their complaints as related to Hanson Way, White Court, Furukawa Way, and Kameo Street. City staff from Code Enforcement, Police Department, Park Rangers, and Public Works were present. These businesses were polled at this meeting by City staff and the requested action was to establish no stopping zones along Furukawa Way between Kameo Street and Blosser Road. The no stopping zones would be in effect from 12:00 AM to 4:00 AM.
DISCUSSION
Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of- way." The Traffic Committee has reviewed the request for the no stopping zones and recommends the establishment of the no stopping zones on Furukawa Way. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established are described as follows:
1. Furukawa Way, from 12:00 AM to 4:00 AM, along the northerly right- of-way of Furukawa Way, beginning at the westerly right-of-way Kameo Street and ending approximately 1,350 feet east at the westerly right-of-way of Stowell Road.
2. Furukawa Way, from 12:00 AM to 4:00 AM, along the southerly right- of-way of Furukawa Way, beginning at the easterly right-of-way of Kameo Street and ending 1,200 feet east at the westerly right-of-way of Stowell Road.
Impact to the Community
There are no anticipated impacts to the nearby commercial/industrial businesses as they have adequate onsite parking. Vehicles parked on Furukawa Way will not be able to be parked overnight, which will prevent long term storage or loitering.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to erect poles and mount signs. The posts and signs will need long term maintenance as the signs fade, vehicular collisions, or vandalism occurs. Staff estimates it will cost the City $3,000 to install the signs.
