FOR THE COUNCIL MEETING OF OCTOBER 18, 2022
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Chief Information Officer
SUBJECT: VETERAN'S MEMORIAL COMMUNITY CENTER, GROGAN
COMMUNITY CENTER, AND FIRE STATION 3 FIBER CONNECTIONS
RECOMMENDATION:
That the City Council adopt a Resolution approving Dark Fiber Service Orders with Astound Business Solutions for the installation of fiber optic connections from Veteran's Memorial Community Center, Grogan Community Center, and Fire Station 3 to the City's fiber ring using Community Development Block Grant - CV (CDBG-CV) funds.
BACKGROUND:
On November 2, 2021, the City Council approved a recommendation to amend the Annual Action Plan for 2019-2020 Fiscal Year and reallocate $1,354,038.41 of unused CDBG-CV funds to two projects and general administrative expenses. One of these projects is the expansion of the City's broadband fiber ring and wireless network into City facilities located in primarily low-income neighborhoods and providing free internet access to the public at those facilities. Staff recommended, and the City Council approved, the allocation of $1,100,000 of unused CDBG-CV funds for this project. Per the City -approved CDBG 'Citizen Participation Plan', changes to the previously approved Action Plan underwent a public hearing and a 30 -day public review period. The review period began on Wednesday, October 20, 2021, and ran through Friday, November 19, 2021. After the review period, on December 7, 2021, the City Council adopted Resolution No. 2021-134 approving the amendment to the Annual Action Plan for 2019-2020 Fiscal Year with staff's recommendations to fund the new projects. This request represents Phase 1 of the initiative to expand the City's fiber and wireless network.
DISCUSSION:
The City's Information Technology (IT) Division will execute the project in collaboration with the City's fiber network partner and will provide broadband connectivity to 313 West Tunnell Street (Veteran's Memorial), 1155 Rancho Verde (Grogan Park), and 2305 Preisker Lane (Fire Station 3). These facilities are located in primarily low-income neighborhoods where the need for broadband is greater. This will be done by extending the City's fiber network into these facilities and subsequently providing Wi-Fi in the City's adjacent public facilities and parks. In doing so, the Wi-Fi will also serve a secondary purpose to provide Wi-Fi to City personnel conducting business and providing City services in those areas. Based on documentation provided by HUD, this project is eligible
as long as the primary use of the Wi-Fi is to benefit low- to moderate -income people and/or areas. Here's the excerpt:
"Broadband Infrastructure CDBG funds may be used to install wiring, fiberoptic cables,. and permanently affixed equipment such as receivers for areas to receive broadband access. The acquisition, construction, reconstruction, rehabilitation, or installation of public facilities and improvements, including infrastructure improvements, are -eligible under 24 CFR 570.201(c) and 42 USC 5305(a)(2). The acquisition, construction, reconstruction, rehabilitation, or installation of distribution lines and facilities of privately - owned utilities, which includes the placing underground of new or existing distribution facilities and lines, are eligible under 24 CFR 570.201(1) and 42 USC 5305(a)(4). When using CDBG-CV funds for broadband infrastructure, grantees should consider operating and maintenance costs in addition to the costs of installation when deciding which form of broadband infrastructure to install."
According to HUD and census information, Santa Maria has 12 Census Tracts that fall into the low- to moderate -income bracket. These 12 tracts collectively make up 74 percent of the City's population. Using survey data from The Graduate School and University Center of the City University of New York's Hard to Count Maps, staff estimates that more than 20 percent of those living in these low- to moderate -income census tracts do not have internet or dial -up access. The three proposed locations for this project fall within these Census Tracts.
If approved, the project will be completed by Astound Business Solutions and the Information Technology Division in consultation with the Recreation and Parks, Public Works, and Community Development Departments, as necessary.
Alternatives:
Direct staff to find alternative ways of providing public broadband and Wi-Fi services in City -owned facilities.
Fiscal Considerations:
A one-time payment of $490,000, a portion of the CDBG-CV funds granted to the City, for the buildout of the fiber connections and 10 years of service, support, and maintenance to be performed by the contractor. After 10 years, the City would revisit whether to extend/renegotiate the contract to maintain the service, discontinue the service, or move to another technology.
/1/
///
2 Impact to the Community:
This project will extend the City's fiber network into areas of the City that do not have such access and facilitate the City's ability to provide broadband access to residents while using City facilities. It will also support City staff in delivering services to residents.
