FOR THE COUNCIL MEETING OF JANUARY 17, 2023
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
SUBJECT: APPOINTMENTS TO OUTSIDE BOARDS, COMMISSIONS, AND
COMMITTEES REQUIRING CITY COUNCIL REPRESENTATION
RECOMMENDATION:
It is recommended that the City Council confirm appointments to various outside boards, commissions, and committees which require City Council representation.
BACKGROUND:
There are currently 11 boards, commissions, or committees for which City Council members sit as representatives of the City of Santa Maria (Attachment A). The Mayor makes the appointments and the City Council ratifies the selection.
DISCUSSION:
The 11 assignments currently requiring City Council representation include:
1. Air Pollution Control District (APCD)
2. Central Coast Community Energy (3CE)
3. Central Coast Water Authority (CCWA)
4. Collaborative on Homelessness (Home for Good) (HFG)
5. Communify (Community Action Commission) (CAC)
6. Downtown Revitalization Committee (DRC)
7. Investment and Audit Oversight Committee (IAOC)
8. Local Agency Formation Commission (LAFCO)
9. Santa Barbara County Association of Governments (SBCAG)
10. Santa Maria Airport/Council Informational (SMA/CI)
11. Schools Quarterly Roundtable (SQR)
Staff has conferred with Mayor Patino about Councilmember assignments to the various boards, commissions, and committees, and she has asked that the City Council consider the assignments as listed in Attachment A.
Excerpts from the City's Local Appointment List of Boards, Commissions, and Committees (the Maddy Book) maintained by the City Clerk's Office, contain information about each of the boards, including the current representatives and alternates, as well as the purpose of the various boards (Attachment B).
Fiscal Considerations:
Only one of the nine boards provides a stipend to its members. SBCAG.independently pays a $100 per meeting stipend to its Board members. Travel expenses incurred by Councilmembers to various board, commission, and committee meetings are provided for in the monthly auto allowances provided by the City to Councilmembers.
Impact to the Community:
Appointments of Councilmembers to various boards will help assure that Santa Maria is well represented when countywide matters and issues come before these boards, commissions, and committees. Councilmembers who participate in these meetings should report any significant actions taken by these committees at the end of each City Council meeting during the Oral Reports of City Councilmembers portion of the meeting.
