FOR THE COUNCIL MEETING OF MARCH 7, 2023

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Community Development
SUBJECT: MINOR AMENDMENTS OF THE ANNUAL ACTION PLANS FOR FISCAL YEARS 2019-2020 AND 2021-2022 UNDER THE COMMUNITY

DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
RECOMMENDATION:

That the City Council adopt a Resolution approving minor amendments of the Annual Action Plans for Fiscal Years 2019-2020 and 2021-2022 under the Community Development Block Grant program.

BACKGROUND:

Per the City's adopted "Community Development Block Grant (CDBG) Citizen Participation Plan," a change in the scope of work for a previously funded and approved project requires a minor amendment to the Action Plan. The minor amendment requires that the changes be submitted to the City Council and for staff to notify the public.

DISCUSSION:

The proposed amendments to the Fiscal Year 2019-2020 and 2021-2022 Action Plans will affect two Capital projects. They are as follows:

Capital / Boys & Girls Club Outdoor Court - The purpose of this minor amendment is to update the scope of work of the existing Community Development Block Grant Coronavirus (CDBG-CV) funded project. This project falls in line with the U.S. Department of Housing & Urban Development's (HUD) guidelines which emphasize that the funding must be used to help prevent, prepare, and respond to the coronavirus. The minor change adds the procurement and installation of an indoor HVAC which will allow the agency to help prevent, prepare, and/or respond to the pandemic. This additional activity does not change the agency's allocation amount and adds another line item to the overall project.

Capital / Preisker Park Improvement Project - The purpose of this minor amendment is to update the scope of work of the existing Preisker Park Improvement Project. The minor change removes the installation of a new irrigation water mainline and a domestic water supply line and adds the procurement and installation of a public restroom on the site. The creation of a walking trail along the park is still planned. This minor change in the scope of work does not change the agency's allocation amount, it simply re -structures the scope of work to accommodate other funding sources. 1 Altematives:

The City Council can make changes to these proposed revisions, with the awareness that further changes may trigger a substantial amendment per the adopted "CDBG Citizen Participation Plan."
Fiscal Considerations:

There are no negative fiscal impacts because of these amendments as the allocation amounts will not change for both projects.

Impact to the Community:

The proposed action will continue to improve the community's public facilities and infrastructure.
