FOR THE COUNCIL MEETING OF MARCH 7, 2023

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Recreation and Parks
SUBJECT: PLAY, INC., AND THE CITY'S PUBLIC ART MASTER PLAN RECOMMENDATION:

That the City Council adopt a Resolution designating People for Leisure and Youth, Inc., as the non-profit agency to solicit, receive, and manage donations for the City's Public Art Master Plan; and designating the Recreation and Parks Commission as the oversight committee for the Public Art Master Plan.

BACKGROUND:

The initial draft of the Public Art Master Plan (PAMP) was presented for public review and comment at a community meeting in 2016. Input and suggestions were accepted and the PAMP was edited to reflect the public's wishes. On October 11, 2016, the PAMP was reviewed and approved by the Recreation and Parks Commission. The Planning Commission held a public hearing on July 19, 2017, and the PAMP was reviewed and approved. The PAMP was then taken before the City Council on October 3, 2017. The City Council appointed a special committee of interested parties to discuss the proposed "percent for the arts" fee component. On December 3, 2019, City Council reviewed the work of the special committee and voted to accept the PAMP without the proposed "percent for the arts" fee. At that meeting, City Council directed staff to solicit a non-profit partner to help raise the necessary grants and donations from the community to support the goals of the PAMP.

DISCUSSION:

Following the City Council's direction, staff pursued a partnership with the People for Leisure and Youth, Inc. (PLAY) for the City Council's consideration. Given the long-term relationship between PLAY, Inc., a 501(c)3 non-profit organization, and the City, a partnership with PLAY is an obvious choice to serve in the role of the fiscal agent of donations for the arts. PLAY has more than 25 years of experience in soliciting and managing donations from the public, local foundations, and government agencies. In that time, PLAY has provided more than $1 million in support for programs and services offered by the Recreation and Parks Department for the betterment of the community.

Staff proposes that the Recreation and Parks Commission and its Public Art Committee serve in an oversight capacity for PLAY, Inc., as it relates to the managing of Public Art Master Plan donations.

Fiscal Considerations:

The partnership between PLAY and the City of Santa Maria will provide additional funding opportunities for public art projects through grants, donations, and gifts and will create a more stable subsidy basis. Donations and partnerships with local agencies have funded many projects in Santa Maria, including the murals at Atkinson Park, the Discovery Museum, inside at the Abel Maldonado Community Youth Center, more than a dozen utility boxes, a new sculpture at Minami Park, and the Valley of Light sculpture at the Betteravia center, without any financial burden to the City.

Alternatives:

An altemative to assigning PLAY as the fiscal agent for donations would be to have the City create a City Art Fund or find another non-profit with an arts focus that would seek, secure, and manage grants, donations, or other eligible funds from which expenditures may be made.

Impact to the Community:

Designating PLAY as the fiscal agent for the City's PAMP will increase the opportunities to provide more • - : c art across the community.
