FOR THE COUNCIL MEETING OF MARCH 21, 2023

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Interim Fire Chief
SUBJECT: DONATION OF SURPLUS TYPE III FIRE ENGINE
RECOMMENDATION:

That the City Council adopt a Resolution declaring a 1999 International Navistar Type III Engine, Asset Number F231-99 (License 1004886), as surplus property and approving its donation to La Misi6n Rotary Club.

BACKGROUND:

The 1999 International Type III engine was decommissioned on July 6, 2021, reaching the end of its useful life. It was replaced with a new 2021 Freightliner Type III Engine. It is cost -prohibitive to maintain this unit as a reserve engine.

DISCUSSION:

A representative for La Misi6n Rotary Club is seeking a used operational fire engine and equipment for fire suppression efforts for La Misi6n Voluntario Fire Station, located in Mexico, 50 miles south of the U.S. San Diego border. Currently, firefighters use shovels and buckets of water/dirt hauled into the hills with 4x4 community trucks. They have an immediate need for an engine/pumper to improve firefighting efforts in their community.

The donation of a surplus engine La Misi6n Voluntario Fire Station will greatly improve the department's ability to respond and suppress fires, improving the safety of their and surrounding communities.

Fiscal Considerations
The surplus value of the engine is estimated to be between $8,000-$10,000. Donating the engine to La Misi6n Rotary Club eliminates the City's liability for ongoing maintenance and operating costs.

Impact to the Community
The donation of this unit will not result in a decrease in City service levels. This donated vehicle will provide a deserving community with improved health and safety services and serve as an act of goodwill by the City.
