FOR THE COUNCIL MEETING OF APRIL 4, 2023

COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Public Works
SUBJECT: PROPOSED ESTABLISHMENT OF A LIMITED TIME PARKING ZONE

ALONG PAYTON WAY AND FREDERICK STREET

RECOMMENDATION
That the City Council adopt a Resolution approving the establishment of a limited time parking zone on the easterly right of way of Payton Way and the southerly right of way of Frederick Street.

BACKGROUND
The residents of the Bradley Square neighborhood have had issues with blight and illicit activity, and the limited time parking was requested to deter future nuisances. A permit parking district encompassing the Bradley Square neighborhood was established at the January 17, 2023, City Council meeting. This permit parking district prohibits parking of any vehicle without a permit for any length of time. Houses within the Bradley Square neighborhood with frontage on the westerly right of way of Payton Way and the northerly right of way of Frederick Street were included in the permit parking district. To maintain access for the existing public trail, the easterly right of way of Payton Way and the southerly right of way of Frederick Street, were not included in the permit parking district.

DISCUSSION
Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of- way." City staff brought the request to the Traffic Committee with various Bradley Square neighborhood residents in attendance. The Traffic Committee discussed the issue regarding nuisance vehicles, public trail access, and the impacts on the Bradley Square residents. The Traffic Committee recommends a limited time parking zone on the easterly right of way of Payton Way and the southerly right of way of Frederick Street in the Bradley Square neighborhood. The limited time parking zone would be in effect daily from 10:00 p.m. to 6:00 a.m.

The Santa Maria Municipal Code, Section 7-5.14, provides the authority to the City Council, by Resolution, to locate and designate certain areas where parking is limited or prohibited during certain hours.

The limited time parking zones recommended to be established are described as follows:

1. Payton Way, from 10:00 p.m. to 6:00 a.m., along the easterly right-of-way, beginning at the terminus of Frederick Street and ending at the easterly terminus of Bello Road.

2. Frederick Street, from 10:00 p.m. to 6:00 a.m., along the southerly right-of-way, beginning at the terminus of Rubel Way and ending at the southerly terminus of Payton Way.

Impact to the Community
When implemented, vehicles parked on the easterly right of way of Payton Way and the southerly right of way of Frederick Street will not be able to be parked ovemight, which will prevent long term storage or loitering. Access for residents to recreate on the trail will still be available during the hours between 6:00 a.m. and 10:00 p.m.

Environmental Determination
The City of Santa Maria determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CCR, Title 14, Chapter 3 (CEQA Guidelines), Article 20, Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.

Fiscal Considerations
The proposed parking restriction will require the installation of approximately 8 street poles and signs. The Public Works Department has estimated the cost of the poles and signs to cost approximately $2,400 in staff time and materials to install the signs.

Altematives
City Council may elect to deny or modify the proposed limited time parking zone. 1444 a Obitteenfr
