COUNCIL AGENDA REPORT

FROM:
SUBJECT:

Prepared by: Director of Utilities
MODIFICATION #1 TO THE WORK ORDER WITH PACIFIC GAS
AND ELECTRIC COMPANY FOR SUSTAINABLE SOLUTIONS
TURNKEY PROGRAM IMPLEMENTATION PROJECT 3, PHASE II
(ECM -02 & ECM -03)
RECOMMENDATION:
That the City Council adopt a Resolution approving Modification #1 to the Work Order with Pacific Gas and Electric Company for Sustainable Solutions Turnkey Program Implementation Project 3, Phase 11 (ECM -02 & ECM -03), and an increase of $265,129 in appropriations for FY 2022/23.
BACKGROUND:
In support of the cost -saving and operational efficiency goals of the City of Santa Maria ("City"), the Utilities Department, alongside other City Departments, participated in an independent energy assessment by Pacific Gas and Electric Company ("PG&E") Sustainable Solutions Turnkey Program. The purpose of the assessment was to evaluate various City assets and identify projects to reduce energy consumption, optimize the control of energy -consuming systems, and generate energy onsite from renewable sources.
At its regular meeting of June 15, 2021, the City Council approved a Work Order with PG&E for two projects at the Wastewater Treatment Plant ("WWTP"), identified as Energy Conservation Measure ("ECM") -02 and ECM -03, for:
1. Enhancement of the WWTP's Supervisory Control and Data Acquisition (SCADA) system, including the elimination of a redundant Programmable Logic Controller (PLC); and
2. Upgrade of existing 480V electrical load centers.
The work involves the removal and/or consolidation of old telemetry, upgrade of motor control centers, and employee training. During construction, several adjustments to the original scope of work for ECM -02 & ECM -03 have been identified as being necessary to address changes to what was discovered in the field or as requested by City staff to provide a more improved and more complete final project. To address these issues, City staff requested PG&E develop a modification to the existing project identifying the changes and the costs associated thereof.
DISCUSSION:
PG&E investigated the additional work requested by City staff to provide a complete project and also identified savings for work no longer necessary. Those changes are identified and described in detail in City of Santa Maria Implementation Project 3 Phase II Wastewater Treatment Plant Modification #1 (Attachment "A"). A brief summary of the changes includes a credit of approximately $34,000 for work related to ECM -03 that is not required and the addition of $300,000 for additional work related to updated controls for the high voltage motors at the WWTP. This work will provide a uniform motor control system for the WWTP and modernize the communication protocol for that system, reducing the opportunity for failure of the treatment regime at the WWTP.
Alternatives
The City Council may direct City staff to renegotiate the terms of Modification #1 with PG&E. However, Modification #1 has been vetted by PG&E field staff and City staff. In addition, City staff requested an estimate from another engineering firm familiar with this type of work and that firm confirmed the pricing was appropriate. The firm further offered that pursuing another designer and contractor would be more expensive to the City as it would require significant time for a new team to become familiar with the controls at the WWTP. In light of this, City staff recommends execution of Modification #1 as attached.
Environmental Notice
The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
Fiscal Considerations
The original amount approved for Phase 11 (ECM -02 & ECM -03) was $1,680,743.
Modification #1 will result in a net increase of $265,129 for a total cost of $1,945,872 for ECM -02 and ECM -03. The Utilities Department requests an increase of $265,129 in appropriations for FY 2022/23. This will provide a total budget appropriation of $1,945,872 in the Wastewater Enterprise Fund for Phase 11 (ECM -02 & ECM -03).
Impact to the Community
Successful completion of these two projects serves the public sector as well as the broader community as an integral part of sustainability programs.
Impact to the City
Execution of Modification #1 will enable completion of the construction and implementation of these projects to help improve communication processes at the WWTP and optimize the control of energy -consuming systems.
Other Agency Review
PG&E has approved the attached modification.

Safety
Ensuring safety and health on the job site is a core value for both PG&E and Southland.
PG&E utilizes an independent contracted party, called ISNetworld (ISN) that collects, verifies and reports contractor safety, quality and regulatory information. Southland currently enjoys an exceptional Experienoe Modification Rate (EMR) score of 0.48, making them one of the safest contractors in the nation. Together, PG&E and Southland currently employ teams of in-house safety professionals committed to the health and safety of our employees and those affected by our work.
We believe that safety, productivity, and quality are each equally important and depend on each other for project success. Our subcontractors are held to the same high standard when it comes to Safety. We wM formulate a Project Specific Safety Plan for the project and our in-house teem of Safety professionals wit/ ensure that all safety items are in compliance.
General Assumptions and Clarifications
The following assumptions end daritications apply to the scope and costs in this proposal.
• Covid-19 Impact: In preparing this proposal, PG&E and Southland have
KiPacific Gas and
Electric Company
assumed 'normal' construction practices (pro -pandemic), meaning we have assumed that our shop and field labor productivities will reflect what we have historically achieved through pre -pandemic operations. We have also assumed that our material and subcontractor supply chain both related to pricing and deliveries are similarly unaffected. We will use our best efforts to staff the project with safe and uninfected workers, and we will attempt to comply with social distancing, wipe -downs, additional PPE, additional health screenings, increased janitorial services, and other project and City mandated safety measures while attempting to meet the scheduled completion date.
Because this is such a fluid issue and there are so many unanswered variables, we reserve the right to seek an excusable extension of time in the event PG&E, Southland or its subcontractors and suppliers are unable to maintain planned crew sizes, experience supply shortages or governmental restraints on business, travel and/or assembly. Additionally, PG&E reserves our right to seek adjustments to the contract amount and/or time associated with factors related to the pandemic which may impact our labor and material costs. We reserve the right to have our legal team review contractual language related to this issue before entering into any contractual agreement, whether an MSA exists or not. PG&E will keep you apprised of any issues that may develop during these uncertain times and will work with the project team to assess the overall impact to the project and develop potential mitigation strategies as appropriate.
• Pricing is valid for 90 days from date of submittal.
• Proposal is confidential and proprietary and may not be disclosed to third parties without prior written approval of PG&E.
• Prices detailed are not standalone; if items are to be installed separately, PG&E reserves the right to modify pricing.
• Pricing is based on prevailing wage, non-union labor for all non -piping scope.
Piping only wil be performed by union labor.
• Hazardous Material Removal and Disposal, including but not limited to Asbestos and Lead Based Paint, will be handled directly by the City. The City will provide testing at all locations where construction activities will take place and where there is potential for hazardous material. In the event hazardous material is encountered, PG&E will immediately notify the City's Representative and suspend work pending resolution.
• Overtime and Shift Work Premium is excluded. Pricing is based on standard 7AM to 4PM hours of work during weekdays.
• PG&E reserves the right to modify pricing and / or schedule in the event of found conditions which differ materially from MformWon provided by the City or what is reasonably anticipated given the nature of the work. • Pricing does not include transportation of refuse to another facility, erosion control, sediment control, or lab analysis fees.
• Unrestricted site access for personnel, equipment and materials is required.
Pacific Gas and
r Electric Canpany
PG&E will coordinate scheduling of the work with the City's Representative to ensure minimal impact to landfill operations.
• City will notify PG&E of all required environmental, safety and health procedures.
• Pricing assumes the construction schedule as reflected in this proposal. • All demolished equipment will be removed from site and disposed of by the installing contractors. Facility may retain any demolished equipment at its discretion.
• Proposal reflects use of OCAL rigid conduit for all outdoor exposed areas and NEMA 4X electrical enclosures.
• Plant shut -downs of 4-hrs can be coordinated for weekdays between 7am and 4pm with a two-week notice to the City of Santa Maria Plant Manager. • The Facility will provide a location for a construction trailer as well as storage trailers for our subcontractors and electrical power for office trailer. • No upgrades or repairs to existing systems included unless they are part of this proposal.
• All work, both parts and labor, is provided a warranty for a period of one year beginning on the date of beneficial usage acceptance. All other warranties extending beyond one year by manufacturer or others will be passed through to the City of Santa Maria.
• The City of Santa Maria will provide adequate keys or access to mechanical and electrical rooms, including electrical sub -panels, as applicable. • PG&E assumes that relocation and protection of personal property, computers, cubicles, printers, servers and other sensitive equipment located within the areas of work is the responsibility of City of Santa Maria personnel.
• PG&E will require close coordination with facility staff and other City of Santa Maria personnel in order to successfully complete the implementation of subject ECMs. We assume that appropriate personnel will be available to support the project during the site visits and meetings and also will be available for follow-up consultations. • PG&E will assist City in obtaining necessary permits if applicable. Cost of any permitting required for the subject work will be paid by the City.
Exclusions

Item 2 - Modification to ECM -03
As a result of Item 1 above, this Item 2 modifies ECM -03 of the Work Order to include the items below.
Item 2.1— Install Standardized and Upgraded Controls for Clarifiers and Gravity Thickeners The work in this Item 2.1 is to implement standardized and upgraded controls for the WWTP's five (5) existing clarifiers and two (2) existing gravity thickeners.
Overview
The WWTP has five (5) existing clarifiers and two (2) existing gravity thickeners (or sludge thickeners).
Each clarifier and thickener has a drive motor, torque control system (TCS), and hard -wired control and monitoring system including a combination starter in a MCC and a local control panel (LCP) at the motor/drive location. The original design drawings for the clarifier and thickener controls show the same,
Pacific Gas and
RIM Electric Company
or very similar design for all the clarifier and thickener controls. However, the installed systems are all different. In this project the control design for each system is standardized, with minor exceptions, so the control system in each MCC bucket and each LCP is the same. The work includes replacement of each LCP with a new LCP and integration of the LCP to the motor, TCS and MCC controls utilizing existing raceways and wiring (except where new raceways and wiring have been identified in the work descriptions).
The work will include the following.
1) Final engineering, material and equipment submittals, and construction documents. 2) Removal of the existing LCPs and demolition of existing systems as indicated in the detailed scope of work (Attachment A).
3) Furnish and install a new LCP for each clarifier and thickener (a total of seven (7)). Each LCP will be fabricated to a single, standard design. Integrate the new control panel with the existing drive motor and torque control system, and the new motor controls in the MCC (provided in the base scope of work for ECM -3).
4) Use of corrosion resistant materials.
a. Enclosures will be NEMA 4X, 316 stainless steel.
b. Rigid conduit and conduit fittings will be 316 stainless steel. c. Supports and hardware will be 316 stainless steel.
5) Furnish and install a stainless steel shield over each new LCP to discourage birds from perching on the LCPs and protect the LCPs from bird droppings.
6) Install new conduit and wire at the LCP and drive location as indicated in the detailed scope of work (Attachment A) including:
a. Conduit needed for segregation of intrinsically safe circuits from other power and control circuits.
b. Replacement of specific existing conduit found to have damage. c. Re -installation of conduit to Primary Clarifier No.1's shear pin switch to connect the conduit directly to the switch housing. This will eliminate a path for clarifier gas and moisture to enter the conduit and migrate to connected devices such as the torque switch.
7) Startup and testing of each system including pre -installation shop testing, field checkout, functional testing in the live system, and documentation of the results. 8) As -built drawings for each clarifier and thickener control system.
Detailed Scope of Work
The detailed written scope of work and associated drawings is included in Attachment A titled "Local Control Panel Upgrade for Clarifiers and Thickeners (Extra Work for ECM -03)". Attachment A is the primary work product from Item 1 and is attached to this Modl.

Item 2.2 - Credit for Four (4) MCC Buckets Not Requiring Replacement This Item 2.2 is a reduction in contract scope and a credit of cost to the City for four (4) MCC buckets that will not be replaced.
Forty-six (46) MCC buckets are identified for replacement as part of ECM -03 scope of work. However, it was determined from the detailed site investigation that four (4) of these buckets would not benefit from replacement with the upgrade to an electronic overload and communication interface to SCADA. As a result, the four (4) buckets shown in the following table will be removed from the ECM -03 scope of work and credit for their costs will be given to the City. The quantity of MCC buckets to be replaced under ECM 03 is reduced to forty-two (42) after this change.
Quantity of buckets to be replaced in each MCC after this change. 1) MCC -B
a) Twenty (20) new MCC buckets.
2) MCC -BB
