SUBJECT: DONATION OF SURPLUS POLICE PATROL VEHICLE
RECOMMENDATION:
That the City Council adopt a Resolution declaring a 2006 Ford Crown Victoria Vehicle, Asset Number F3314-06 (License 1190053), as surplus property and approving its donation to the Huron Police Department.
BACKGROUND:
The City of Santa Maria (City) has previously donated surplus property and equipment to other agencies, schools, community groups, and non-profit organizations for the benefit of the general public. The 2006 Ford Crown Victoria was decommissioned on February 20, 2023, reaching the end of its useful life. It was replaced with a new 2017 Ford Police Interceptor Utility vehicle and is now cost -prohibitive to maintain as a reserve patrol vehicle.
DISCUSSION:
Huron Police Department is seeking a used operational patrol vehicle. Huron Police Department is a small agency with limited funds and this patrol unit would provide immediate support to their department's efforts in their community.
Fiscal Considerations
The surplus value of the patrol vehicle is estimated at $2,500-$3,000. Donating this unit to the Huron Police Department eliminates the City's liability for ongoing maintenance and operating costs.
Impact to the Community
The donation of this unit will not result in any decrease in City service levels. This donated vehicle will allow a neighboring agency the ability to provide an improved service and serve as an act of goodwill by the City.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MARIA, CALIFORNIA, DECLARING A 2006 FORD CROWN VICTORIA VEHICLE, ASSET NUMBER F3314-06 (LICENSE 1190053), AS SURPLUS PROPERTY AND APPROVING ITS DONATION TO THE HURON POLICE DEPARTMENT.
WHEREAS, the Santa Maria Police Department has determined a police patrol vehicle to be surplus property; and
WHEREAS, the donation of the patrol vehicle will allow the Huron Police Department the ability to use the patrol vehicle to support their services; and WHEREAS, the Huron Police Department and their community would benefit from the use of such property.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
1. One 2006 Ford Crown Victoria is hereby declared as surplus property and said surplus property is authorized to be donated to the Huron Police Department for use in their community; and
2. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
