COUNCIL AGENDA REPORT

FROM:

Prepared by: Director of Community Development

FINAL APPROVAL OF THE COMMUNITY DEVELOPMENT BLOCK

GRANT PROGRAM'S ANNUAL ACTION PLAN FOR FISCAL YEAR
2023-24
RECOMMENDATION:

That the City Council adopt Resolutions:

1. Approving the Public Services activities and allocations under the Community Development Block Grant Program incorporated in the Annual Action Plan for Fiscal Year 2023-24; and

2. Approving the Capital Development activities and allocations under the Community Development Block Grant Program incorporated in the Annual Action Plan for Fiscal Year 2023-24; and

3. Approving the General Administrative activities and allocations under the Community Development Block Grant Program incorporated in the Annual Action Plan for Fiscal Year 2023-24.

BACKGROUND:

To qualify for funding under the Community Development Block Grant (CDBG) Program, the U.S. Department of Housing and Urban Development (HUD) requires the City to follow a public participation process and develop an Action Plan. The Annual Action Plan is part of an overall Five -Year Consolidated Plan which includes details as to how the City will use CDBG funding for the upcoming fiscal year. The City Council -appointed Block Grants Advisory Committee (BGAC) oversees the process that includes an assessment of the needs in the community, development of funding priorities, review of applications, participation of site visits, and recommendation of allocations which are presented to the City Council as a drafted Action Plan.

DISCUSSION:

The drafted Action Plan for Fiscal Year (FY) 2023-24 was introduced to the City Council in the form of a public hearing at its April 4, 2023, meeting. During that meeting, the City Council approved the recommendations presented to it by the BGAC; however, it did not allocate the $37,500 public service City Council set aside. That was continued to April 18, 2023, following direction to staff to obtain information on American Rescue Plan Act (ARPA) funding for the possibility of using $40,000 in additional funds for public service

applicants. At that meeting, the City Council decided to forgo using ARPA funds and only allocate the additional $37,500 in CDBG funds.

Public Services
For a full look at the updated Public Services allocations, see Attachment A.

CDBG Capital
For a full look at the updated Capital allocations, see Attachment B.

Alternative:

Should the City Council decide not to provide final approval of the allocations and drafted Action Plan, staff will bring this item back to the City Council at a later date per the CDBG Citizen Participation Plan guidelines. This may delay the submittal of the plan to HUD and may result in a delay in funding.

Environmental Determination:

The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

Fiscal Impact:

The proposed action will provide approximately $1.4 million in Federal funds to address a variety of needs in the community.

Impact to the Community:

The proposed action will address key issues facing the community by providing emergency assistance to the unhoused, special needs populations, at -risk youth, opportunities for sustainable affordable housing, revitalization of neighborhoods, and improvements in infrastructure and accessibility.
