FOR THE COUNCIL MEETING OF MAY 2, 2023
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Public Works
SUBJECT: PROPOSED ESTABLISHMENT OF NO STOPPING ZONES ON
MERCURY DRIVE
RECOMMENDATION
That the City Council adopt a Resolution establishing no stopping zones on Mercury Drive.
BACKGROUND
Herc Rentals Branch Manager, William Thrasher requested no stopping zones be established on Mercury Drive for safety improvements due to driver's line of sight being obstructed by vehicles parked too close to the driveways. Mr. Thrasher noted that vehicles that park too close to the driveways negatively affect the business' operations
DISCUSSION
Staff brought this request to the Traffic Committee. Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for safety improvements and recommends establishing the no stopping zones to maintain a clear line of sight for drivers turning onto Mercury Drive from the Herc Rentals parking lot. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established are described as follows:
1. Mercury Drive, along the northerly curb face, beginning at the westerly curb return of the westerly driveway of the Herc Rentals parking lot continuing west for a length of 20 linear feet.
2. Mercury Drive, along the northerly curb face, beginning at the easterly curb return of the westerly driveway of the Herc Rentals parking lot continuing east for a length of 20 linear feet.
3. Mercury Drive, along the northerly curb face, beginning at the easterly curb return of the easterly driveway of the Herc Rentals parking lot continuing west for a length of 20 linear feet.
4 Mercury Drive, along the northerly curb face, beginning at the easterly curb return of the easterly driveway of the Herc Rentals parking lot
continuing east for a length of 20 linear feet.
Environmental Review
The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
Fiscal Considerations
Establishing the no stopping zones will require labor and materials to paint the curb red. The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $500 to install the red curb.
Impact to the Community
Approximately 4 additional parking spaces (1 per segment of red curb) will be removed to prevent vehicles from obstructing a driver's line of sight when turning onto Mercury Drive.
Employees of the adjacent businesses will still have adequate parking on Mercury Drive.
