FOR THE COUNCIL MEETING OF MAY 16, 2023

COUNCIL AGENDA REPORT

TO: City Council

FROM: City Manager
Prepared by: Director of Public Works

SUBJECT: Infrastructure Asset Data Collection Services

Description:

The City Council will consider an agreement to perform data collection services for the City’s approximate 230 centerline miles of road right s-of-way, sidewalks, curb ramps, driveways, etc.

Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15302- replacement or reconstruction of existing structures and facilities of the California Environmental Quality Act State Guidelines.

RECOMMENDATION:

Adopt a Resolution approving a Professional Services Agreement with NCE to perform Infrastructure Asset Data Collection Services for the Public Works Department.

BACKGROUND:

The scope of work will focus on the data collection of the assets, including relevant attributes. The request includes the following asset data colle ction services on approximately 230 centerline miles of the City’s network:

• Road Right-of-Way (ROW) Street Level Imagery (required) • Road Right-of-Way GIS Asset Inventory for the following asset types:
• Sidewalks (width, length – curb return to curb return) • Traffic Signs (by type and Location)
• Curb Ramps (location)
• Pavement Traffic Markings (by type and location)
• Curb Markings (color and location)
• Driveway Aprons (length, width, location)

The data collected as a result of this effort will support the department’s goals to create a Sidewalk Condition Index, as well as to inventory the curb ramps, traffic signs, pavement and curb markings, and location of driveway aprons for the objective of building a comprehensive data base to be utilized for maintenance and future improvement projects.

2 DISCUSSION:

On March 22, 2023, the Department of Public Works issued a Request for Proposals (RFP) for the Public Works Infrastructure Asset Data Collection Services. The RFP closed on April 14, 2023. Following the closure of the RFP, the submitted proposals were reviewed for consultant expertise and availability to perform the Infrastructure Asset Data Collection services. Of the proposals received, NCE had the highest -rated proposal and was selected as the consultant to be recommended for the award of the profession al services agreement by the selection committee.

Alternative(s)

1. The City Council can direct that negotiations be reopened with NCE to modify the scope of work for the project. However, the scope of work is commensurate with the anticipated effort requ ired to provide adequate services and the fees are in line with industry standards.

2. The City Council can elect not to award the Professional Services Agreement to NCE, reject the proposal, and direct the solicitation of new proposals. However, the selection committee determined the NCE’s proposal was responsive to the RFP. NCE has extensive experience and has completed numerous projects of similar nature for cities throughout the County of Santa Barbara County and throughout California.

Fiscal Considerations
There are no significant additional financial impacts to the City anticipated with this action.

Impact to the Community
The information collected will be utilized for maintenance and future improvement projects and will be useful to various functions and levels of users within the organization and the public.
