COUNCIL AGENDA REPORT

TO: City Council

FROM: City Manager
Prepared by: Director of Utilities

SUBJECT: RETIREMENT RESOLUTION FOR WATER SYSTEM OPERATOR II THOMAS “TIM” MCNULTY

RECOMMENDATION:

Adopt a Resolution commending Water System Operator II Thomas “Tim” McNulty for 33 years of exemplary service.

BACKGROUND:

Tim McNulty began a lifelong career with the City of Santa Maria (“City”) in 1990 in the Water Division of the Public Works Department, which later branched off as part of the Utilities Department. He started as a Maintenance Worker I and fondly remembers the leadership and guidance provided by Jim Perry, his Superintendent at that time. Mr.

McNulty quickly advanced to Maintenance Worker II the following year, and in 1995, became the second certified Water System Operator in the City’s history. Mr. McNulty was promoted to Water System Operator II in 1999, a position he held until his retirement.

DISCUSSION:

After more than 33 years - a lifetime of public service - Mr. McNulty retired from City service on June 2, 2023.

Mr. McNulty admits that he was not sure what the “Water Division” was when he began, but after many trainings, certifications, projects, and decades of hands-on experience, he has become an integral part of the City’s water system history. Mr. McNulty’s accomplishments and contributions to t he Utilities Department and to the City are numerous and substantial. While not all listed, they include:

 Serving as a fundamental player in operations to facilitate the City receiving State Water;
 Establishing the Blending and Disinfecting Facility;
 Developing and implementing the Flushing Program at the Blending and Disinfecting Facility;
 Assisting in the drilling of potable water wells; and  Participating in and overseeing water reservoir construction. 2 Staff honors and commends Mr. McNulty for his decad es of work, numerous contributions, vigilant employee advocacy, water industry knowledge, and his lifelong dedication to the City and providing quality and safe drinking water to the residents and businesses of Santa Maria.
