FOR THE COUNCIL MEETING OF AUGUST 1, 2023

COUNCIL AGENDA REPORT

TO: City Council

FROM: City Manager
Prepared by: City Manager

SUBJECT: Designation of Voting Delegate and Alternate for the 2023 League of California Cities

Description:

The City Council will consider voting delegations for the League of California Cities Annual Conference.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Delegate (by way of Minute Order) Mayor Alice M. Patino as the voting delegate and City Manager Jason Stilwell as the alternate for the Le ague of California Cities Annual Conference.

BACKGROUND:

Each year, as a component of the City’s membership with the League of California Cities (League), Voting Delegates are appointed to represent the City’s position on resolutions at the General As sembly Meeting at the League’s annual conference. This year’s conference is being held on Wednesday, September 20th through Friday, September 22nd in Sacramento.

DISCUSSION:

Before the League General Assembly Meeting, a city must have its City Council designate a voting delegate and alternate (in the event the voting delegate cannot serve in that capacity) to vote at the Annual General Assembly Meeting. The League membership considers and acts on resolutions that establish League policy. The League wil l finalize and distribute a packet of resolutions by the end of August.

Alternative(s)
The City Council could decide not to appoint a Voting Delegate or Alternate for the Annual General Assembly meeting for the League; however, not doing so , eliminates the City’s opportunity to provide its input and participate in the development of the League’s policies 2 on advocacy for local decision-making authority and lobbying against statewide policies that erode local control.

Fiscal Considerations
Sufficient funds have been budgeted for participation in this conference.

Impact to the Community
The conference provides valuable networking and educational opportunities for the City’s elected officials and staff.
