FOR THE COUNCIL MEETING OF AUGUST 15, 2023
COUNCIL AGENDA REPORT
TO: City Council
FROM: City Manager
Prepared by: Director of Recreation and Parks
SUBJECT: Professional Services Agreement with Service Star for Janitorial Services at Public Park Restrooms
Description:
The City Council will consider approving an agreement for janitorial services at public park restrooms associated with Request for Proposal RFP-2023/04.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution approving a Professional Services Agreement with Skylstad- Schoelen Co., a California Corporation, d/b/a Service Star, for restroom maintenance services.
BACKGROUND:
On April 17, 2023, the Recreation and Parks Department issued a Request for Proposals (RFP) for park restroom cleaning services. This RFP is to provide result-based restroom maintenance for all restrooms in City parks . The RFP was posted on the “Bids and Proposal” page in the Recreation and Parks section of the City of Santa Maria’s website and invitation letters were sent to qualified janitorial service contractors in northern Santa Barbara County and southern San Luis Obispo County areas.
DISCUSSION:
In order to provide consistent and timely servicing of City park restrooms the City has used private contractors for the last 10 years. Using a private contractor to provide such services has allowed City park crews to focus their efforts on grounds maintenance and program support. This new contract extends service to two cleanings per day at each City park restroom and sets expectations for the level of cleanliness. City park restrooms are a necessity for the enjoyment of park patrons, however, the restrooms are regularly the targets for vandalism, ranging from graffiti to arson. The Recreation and Parks Department has made restroom maintenance a priority this year.
2 Alternative(s)
The alternative to not entering into an agreement for janitorial services from Service Star is to have City crew members resume park restroom service.
Fiscal Considerations
The Recreation and Parks Department has $162,000 for this agreement allocated by the City Council within its 2023-24 fiscal year budget.
Impact to the Community
Restrooms in our City parks provide necessary convenience to our park patrons, allowing patrons to use the parks for family gatherings, picnics, and sports events with access to sanitary facilities.
