1 Boys & Girls Club of
the Central Coast
Railroad Renovation
and Update Project
The agency will use the proposed funding to upgrade the club gymnasium to include more bleachers for seating, retractable basketball hoops, new AV equipment, signage and scorekeeping machine. Renovations would include mechanicals in the gym such as insulation, updated LED lighting, and the installation of a new HVAC system. The agency proposes to use funding to add a boys' bathroom space with gym access. To improve safety measures, the agency would redesign the main entryway with a vestibule-style entrance that includes doors to buzz in members and visitors. In addition, funding would be used to add new doors to enter/exit the gym space from the south of the building. *Prevailing wage and Section 3 WILL apply*

#2 - Expand
educational
and
development
opportunities
Regulation 24 CFR §570.201(c) Public facilities and
improvements. Acquisition, construction,
reconstruction, rehabilitation or installation of public facilities and improvements, except as provided in
§570.207(a), carried out by the recipient or other public or private nonprofit entities.
The proposed project can easily be phased if the project is not awarded the requested amount as it is a multi-year, multi-phase project. The agency received CDBG funding in FY 2014-15 to upgrade the gymnasium flooring and to repaint the interior.
During FY 2018-19, the agency also received funding to renovate the facility's teen center. In addition, since the pandemic began, the agency received CDBG-CV funding to create an outdoor court as well as replace the HVAC system that served the agency's clubhouse / program space. The remaining 7,000 sq. ft. of the building that includes the gym does not have an HVAC system - only an old heating unit. This is #2 priority, not a #1 as stated in the proposal.
2 City of Santa Maria /
Recreation and Parks
Department
Santa Maria
Community Sports
Park (SMCSP)
The Recreation and Parks Department will transform a highly visible property currently used for agricultural farmland into a 19.7-acre sports complex. The project can be considered an expansion of the Minami Community Center Park and the Adam Basin located at 600 West Enos Drive. This project will include four large fields suitable for soccer, lacrosse, rugby, futsal, skill building, and practice games. In addition to providing fields for organized sports, community events can be held at the site bringing together individuals who can enjoy safe walking trails, exercise stations, and playground. *Prevailing wage and Section 3 WILL apply, as well as a Federal Environmental Assessment (at a minimum), since agricultural farmland is being converted into something different.*

#4 - Revitalize
existing
neighborhoods
Regulation 24 CFR §570.201(c) Public facilities and
improvements. Acquisition, construction,
reconstruction, rehabilitation or installation of public facilities and improvements, except as provided in 24
CFR §570.207(a)(1), carried out by the recipient or
other public or private nonprofit entities. In
undertaking such activities, design features and
improvements which promote energy efficiency may be
included. Such activities may also include the
execution of architectural design features, and similar treatments intended to enhance the aesthetic quality of facilities and improvements receiving CDBG
assistance, such as decorative pavements, railings,
sculptures, pools of water and fountains, and other
works of art. Also, Regulation 24 CFR §570.201(2)(i).
The repairing of streets, sidewalks, parks,
playgrounds, publicly owned utilities, and public
buildings.
The amount requested will help complete the SMCSP and any funding allocated will be used for that purpose.
3 CommUnify (formerly
Community Action
Commission or CAC)
Safe at Home
(Minor Home Repair
Program)
The agency will provide minor repairs, structural repair services (such as improved exterior lighting for security, extended exterior rails, handicap toilet installations, exterior ramps), installation of slip- and-fall prevention measures to seniors aged 62 and above. The agency will also install slip-and-fall prevention and other measures for disabled adults age 21 to 61. CommUnify proposes to provide services to approximately 41 Santa Maria residents. The agency will provide these repairs with in-house employees and outside contractors. *Prevailing wage and Section 3 do not apply* Yes
#3 - Provide
Affordable
Housing
Regulation 24 CFR §570.202 (a)(1) CDBG funds may
be used to finance the costs of rehabilitation as shown.
Eligible types of property—Residential property,
whether privately or publicly owned.
Agency did not expend its full allocation under the FY 2019-20, FY 2020-21 and FY 2022-23 funding contracts. Also, proper and timely grant management records have not been adequately provided without significant City staff assistance. These ongoing concerns have been addressed during the agency's monitoring reviews.
4 Community Action
Partnership of San
Luis Obispo County,
Inc. (CAPSLO)
Minor Home Repair
Program
CAPSLO will provide essential home repair services including handicapped access improvements, plumbing, heating, drywall, flooring and other general repairs for low-income residents of the City of Santa Maria. The agency estimates that it will serve approximately 25 Santa Maria residents. The minor home repair is significantly more intense than what can be offered by CommUnify, hence why the number of people served and the amount requested is different than CommUnify's. These repairs include wheelchair ramps, accessible showers, accessible sinks and widened doorways. CAPSLO employees have extensive experience
completing these kinds of repairs and improvements. *Prevailing wage and Section 3 do not apply*

Housing
Regulation 24 CFR §570.202 (a)(1) CDBG funds may
be used to finance the costs of rehabilitation as shown.
Eligible types of property—Residential property,

Agency did not expend its full allocation under the FY 2019-20 which was extended into FY 2020-21 to allow the agency to fully expend. The agency also did not expend its full allocation and FY 2022-23 funding contract. Also, proper and timely grant management records have not been adequately provided without significant City staff assistance. These ongoing concerns have been addressed during the agency's monitoring reviews. This is #3 priority, not a #1 as stated in the proposal.

critical needs
Regulation 24 CFR §570.201(c) Public facilities and
improvements. Acquisition, construction,
reconstruction, rehabilitation or installation of public facilities and improvements, except as provided in
§570.207(a), carried out by the recipient or other public or private nonprofit entities.
FBSMV has received HUD funding (not from the City of SM) for a leased Navigation Center, set to open in January 2024. However, FBSMV sees a permanent property as a best practice for lasting impact. If FBSMV is able to secure outside funding to purchase the building the agency would run the navigation center as is until funds come in for renovations. Renovations will be done based on finances.
7 Good Samaritan
Shelter (GSS)
Homeless Day
Program
Good Samaritan Shelter is proposing to construct and install a 1,600 square foot modular building at the Santa Maria Shelter campus (401 W. Morrison Avenue) that will include four case manager/ instructor offices, one bathroom, and large
classroom/workshop. By having a day program, GSS clients will be able to stay on site all day and participate in enhancing their skills and success for moving to permanent housing. *Prevailing wage and Section 3 WILL apply*

§570.207(a), carried out by the recipient or other public or private nonprofit entities.
The agency states phasing will be challenging for the Day Habilitation Navigation Center as it consists of an off-site modular build with an installation on-site during a specific time frame. The modular building must be a "permanent integral structure" in order to be eligible under this CDBG regulation.
8 People's Self-Help
Housing (PSHH)
Corporation
Heritage View I & II
Heritage View I & II consists of 119 units of affordable housing located across two parcels of a three parcel site. People's Self-Help Housing (PSHH) proposes to use the CDBG funds for acquisition of the two parcels. PSHH executed an option to purchase the parcels from the Sister of St. Francis - Mt. Alverno Marian Residence and is currently in escrow until the agency receives the remaining funds needed. With the use of other funding sources, the site acquired will include the construction of two projects, one with 40 units of housing for low-income individuals and families and a second project with 79 units for lower-income households. The projects will include resident amenities including two community rooms, a playground, laundry facilities, and service/management offices. *Prevailing wage and Section 3 do not apply; however, a Federal Environmental Assessment will need to be conducted (at a minimum)*

If PSHH does not receive the full requested amount it can consider phasing the projects into two separate phases. If the project is funded, the City will not be able to close out the project until the agency receives its Certificate of Occupancy, which is anticipated for June 2028. 9 City of Santa Maria /

The TBRA program is funded through HOME, but since the City obtains its funding through the County of Santa Barbara's HOME Consortium, the City cannot use any of that funding to cover the administration of the grant.
