TO: City Council

FROM: City Manager
Prepared by: Director of Community Development

SUBJECT: Community Development Block Grant Final Consolidated Annual Performance and Evaluation Report for the 2022-2023 Fiscal Year

Description:

The City Council will receive and consider filing information concerning the Final Consolidated Annual Performance and Evaluation Report for the 2022-2023 Fiscal Year.

Environmental Notice: This activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Receive and file information concerning the Final Consolidated Annual Performance and Evaluation Report for the 2022-2023 Fiscal Year.

BACKGROUND:

The Consolidated Annual Performance and Evaluation Report (CAPER) is required of local governments that receive Federal funds under certain housing and community development programs, such as the Community Development Block Grant (CDBG) administered by the U.S. Department of Housing and Urban D evelopment (HUD).

Fundamentally, the CAPER allows HUD, local officials, and the public to assess the grantee’s overall performance, including whether activities during the preceding year made an impact on the goals and needs identified in the Five -Year Consolidated Plan and the Annual Action Plan.

DISCUSSION:

The purpose of the CAPER is to report the achievement of the 2022 -2023 Fiscal Year (FY) (July 1, 2022, to June 30, 2023) goals established in the Annual Action Plan portion of the Five -Year Consolidated Plan (2020 to 2025). A 15 -day public review period was offered from Monday, September 4 to Tuesday, September 19, 2023. A recap of the CDBG accomplishments is listed below.

During the reporting period, 13 non -profit activities were served with public services funding, while 3 non-profit projects and 1 City department project were served with capital funding. In addition, capital funds were also used for the administration of the City’s 2 Tenant Based Rental Assistance (TBRA) program to provide security deposit assistance.

The non-profit subrecipients served under public services fell under “Priority #1 - Prevent homelessness and address critical emergency, at -risk youth, and special population needs.” In addition to the public services activities, one cap ital project fell under this priority. The Good Samaritan Shelter’s Kitchen Equipment Replacement and Installation Project was funded and completed during the reporting period.

Under “Priority #3 - Provide affordable housing,” two non-profits received capital funding during FY 2022-2023 to provide minor home repairs to Santa Maria residents so that they can continue living comfortably and safely in their homes and prevent them from being displaced. These agencies include Community Action Partne rship of San Luis Obispo County (CAPSLO) and CommUnify. In addition, FY 2022-2023 capital funding was used to assist with the administrative costs to offer the City's TBRA program. The actual program itself is funded with HOME Investment Partnership Program funds obtained by the County of Santa Barbara. The TBRA program provides up to $2,500 towards a person's rental deposit within the City limits. The person must fall under 60 percent or below the area median income (AMI).

The largest amount of capital funding was allocated to one City project meant to revitalize existing neighborhoods, with an emphasis on safety and accessibility. This falls under “Priority #4 – Revitalize existing neighborhoods”. There were also projects tha t were closed out during this reporting period from previous fiscal years that fall under this funding priority. The three closed -out projects include Chapel Plaza Rehabilitation from FY 2020-21, the ADA Pedestrian Safety Project, and the Wharf Hydrant Rep lacement Project from FY 2021-22.

Lastly, during FY 2022 -2023, the City of Santa Maria closed -out one of two projects funded with CDBG-CV funding which was provided to the City to help prevent, prepare, and respond to Coronavirus. The project comple ted is the Boys and Girls Club Outdoor Court project. This will allow the non-profits to offer outdoor activities such as basketball, four-square, volleyball, pickleball, tennis, and soccer. In addition, the non-profit was able to purchase and permanently install a new HVAC system to allow for better and cleaner air circulation. This project was originally funded during FY 2021-22 but closed out during the reporting period. This activity falls under “Priority #2 - Expand education/youth development opportunities”. The other CDBG-CV funded project, the City’s Wi-Fi project, will be completed during FY 2023 -24. It will provide broadband accessibility, primarily to 3 low-income neighborhoods.

Due to the size of the report, it is not being provided as an attachme nt; however, a copy of the 202 2-2023 Fiscal Year CAPER is available on the City’s website at www.cityofsantamaria.org/CAPER or a copy can be e-mailed upon request.
