COUNCIL AGENDA REPORT
TO: City Council
FROM: Interim City Manager Alex Posada
BY: Fire Chief Bradley J. Dandridge
SUBJECT: Adoption of a Resolution Authorizing an Instructional Services Agreement with Allan Hancock College Joint Community College District
Description:
The City Council will consider authorizing an agreement with Allan Hancock College Joint Community College District for an Instructional Services Agreement.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution authorizing an Instructional Services Agreement with Allan Hancock College Joint Community College District.
BACKGROUND:
California Education Code, Title V allows California community college districts to claim full-time equivalent studen ts (FTES) and state apportionment for courses provided through an Instructional Services Agreement (ISA), if California Education Code Title V requirements are met. Those requirements include: 1) students enrolled in the course must be engaged in education al activities required of such students as described in the course outline of record; 2) the number of contact hours for which apportionment is claimed shall not exceed the number specified in the course outline of record; and 3) students must be under the immediate supervision of an employee of the district.
DISCUSSION:
The ISA provides the opportunity for the Fire Department to receive funds for the continuing on-the-job training of eligible employees until the end of their careers, except for time spen t in an apprentice position. The funds received offset the cost of course registration fees, with the remainder to be used to fund training activities for the department. Several department employees have volunteered to serve as qualified part- time faculty of Allan Hancock College to proctor on -the-job training. These individuals would not be paid by the college while working for the City, however, after complying with 2 the City’s Outside Employment procedures, these individuals would be eligible to instruct at the college while off-duty and be paid by the college.
Fiscal Considerations
The ISA pays the department for on -the-job training hours based on a fluctuating rate established by the State. The funds are to be utilized for additional training opportunities, outside instructors, and training materials. The current ISA rate is $4.75 per student contact hour. Should eligible employees participate in the ISA program to the maximum of 300 student contact hours (Fall -120 hours; Spring-120 hours; Summer-60 hours) the Fire Department could potentially receive $1,425 per employee, per year in training funds.
Impact to the Community
The community will continue to be served by well-trained and professional firefighting personnel.
