RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MARIA,
CALIFORNIA, AUTHORIZING DISPOSAL FEES FOR THE SANTA MARIA REGIONAL LANDFILL, EFFECTIVE JANUARY 1, 2024, AND JANUARY 1, 2025
WHEREAS, the City of Santa Maria (“City”) owns and operates the Santa Maria Regional Landfill (“SMRL”) and is currently designing the future Integrated Waste Management Facility at Los Flores , which will require significant future capital outlay for construction; and
WHEREAS, in 2023, the City contracted with a third -party consultant to analyze and update the existing financial model for the Solid Waste Disposal Fund to develop a financial plan that generate s sufficient revenue to fund projected ongoing and future operating and capital needs; and
WHEREAS, the updated Solid Waste Disposal Fund financial model predicts that costs will exceed revenues due to escalating expenses related to operations, maintenance, equipment replacement, and environmental monitoring and reporting, as well as planned capital expenditures related to the construction of a landfill liner extension project to expand disposal capacity at the SMRL in June 2024, the construction of the initial phases of the future Integrated Waste Management Facility at Lo s Flores during fiscal year 2026/27, and final closure activities of the SMRL beginning in fiscal year 2031/32; and
WHEREAS, current disposal fees are inadequate to generate sufficient revenue for the Solid Waste Disposal Fund to be sustainable into the future; and
WHEREAS, the new disposal fees will be comparable to other neighboring disposal sites to minimize the risk of losing volume and revenue to those disposal sites; and
WHEREAS, the new disposal fees will provide the additional funding needed to better sustain the Solid Waste Disposal Fund.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
1. As of January 1, 2024, and January 1, 2025, the Director of Utilities is hereby authorized and directed to charge, and the Director of Finance is hereby authorized and directed to collect, the disposal fees for Santa Maria Regional Landfill as described in Exhibit “A”; and
2. The Chief Deputy City Clerk i s hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
