SUBJECT: Adoption of a Resolution Awarding Bid No. 2023 -16 to Main Line Engineering for the McClelland Waterline Replacement Project
Description:
The City Council will consider approving the award of Bid No. 2023 -16 to Main Line Engineering for the construction of the McClelland Waterline Replacement Project. The project consists of installing a new 12" PVC water line from Main to Alvin via Vine and McClelland.
Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.
RECOMMENDATION:
Adopt a Resolution awarding a bid to Main Line Engineering, in the amount of $1,209,295, for the construction of the McClelland Waterline Replacement Project, Bid No. 2023-16.
BACKGROUND:
Under the direction of the City of Santa Maria Utilities Department, the project was designed by GTA. The project scope includes installing a new 12" PVC water line from Main to Alvin via Vine and McClelland. Work includes abandoning a section of the existing water main per City requirements, reconnecting existing laterals, connections, and main crossings, reconnecting 3" on -site irrigation/landscape meters, and lastly reconfiguring the fire hydrants at McClelland Alley off Main.
DISCUSSION:
The project was extensively advertised for bids. The City received three bids, which were opened on December 12, 2023. A summary of the bids submitted are as follows:

As stated in the Bid Specifications, the Basis of Award is based on the lowest responsive responsible bid, based on the Grand Total. Main Line Engineering has been deemed to be the lowest responsible bidder.
Main Line Engineering has performed and successfully completed similar work for the City of Santa Maria, as well as many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff have checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully.
The recommended action is to award the bid to Main Line Engineering, in the amount of $1,209,295.
Alternative
The alternative to the recommended action would be to reject all bids.
Fiscal Considerations
Account N umber 002-011-080-52-52, "Water Main Upgrade” has $1,080,249.78 budgeted this fiscal year. The Utilities Department requests $499,974.80 in additional funds to cover costs associated with this project.
