SUBJECT: Adoption of a Resolution for the Annexation and Assessment of the Maxco Packaging Warehouse Project into the Southwest Landscape Maintenance District
Description:
The City Council will c onsider approving the resolution annexing and assessing Maxco Packaging Warehouse Projects in to the Southwest Landscape Maintenance District
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATIONS:
Adopt a Resolution for the annexation and assessment for the Maxco Packaging Warehouse projects that are within the respective Southwest Landscape Maintenance Districts.
BACKGROUND:
The City of Santa Maria has conditioned Maxco Packaging Warehouse, PD2021-0007; for the ongoing maintenance of landscape facilities served by the Southwest Landscape Maintenance Districts under the provision of the “Landscape and Lighting Act of 1972” for the purpose of levying and collecting assessments for perpetual landscape maintenance.
DISCUSSION:
At the City Council meeting of January 16th, 2024, the City Council adopted a Resolution initiating the proceedings to establish and levy the 202 4-25 Landscape Mainten ance District Assessments for the ongoing maintenance of landscape facilities served by the Southwest Landscape Maintenance District.
This item directs staff to add these assessments for Maxco Packaging Warehouse to the Southwest Landscape Maintenance Dis tricts on the County of Santa Barbara Property Tax Roll.
2 Alternative(s)
Evaluate the option of not annexing Maxco Packaging Warehouse projects into the Southwest Landscape Maintenance Districts, recognizing that this decision would entail an increased financial responsibility for landscaping expenses on the part of the General Fund.
Fiscal Considerations
The annual costs of landscape maintenance are assessed against the benefited properties within said Districts. These assessments are reflective of the cost associated with the upkeep of public landscaping within these Districts.
Impact to the Community
These annexations and assessments provide for the maintenance of landscaping in perpetuity. The assessments generate a funding base to help finance most of the landscape maintenance costs within each of the respective districts named in this report, which in turn allows the City of Santa Maria to provide the highest level of service to residents.
